Book excerpt: What are the impacts of ethnically based, traditional political institutions on democratic state and nation building in Southern Africa and how do heterogeneous sources of legitimacy affect the prospects of long-term democratic regime consolidation? What are the impacts of "traditionalism" employed for purposes of party-political mobilization? An indicator for the political influence of traditional leadership in Southern Africa is the fact that a considerable number of democratically elected politicians in high office originate from aristocratic families, representing hereditary traditional leadership structures for centuries. This is evident for the charismatic founding president of the new South Africa; Nelson Mandela, as well as for his adversary, the prime minister-in-office, Mangosuthu Buthelezi. The careful reconsideration of this "state behind the state" has been identified as crucial, in this study, to make any realistic assessments of the prospects for sustainable democratization in Southern African countries in the near future.

Yet their role in a democracy is contested, with leaders often accused of abusing power, disregarding human rights, expropriating resources and promoting tribalism. Some argue that democracy and traditional leadership are irredeemably opposed and cannot co-exist. Meanwhile, shifts in the political economy of the former bantustans − the introduction of platinum mining in particular − have attracted new interests and conflicts to these areas, with chiefs often designated as custodians of community interests. This edited volume explores how chieftancy is practised, experienced and contested in contemporary South Africa. It includes case studies of how those living under the authority of chiefs, in a modern democracy, negotiate or resist this authority in their respective areas. Chapters in this book are organised around three major sites of contest: leadership, land and law.

Based on ethnographic fieldwork, the monograph explores the cultural and socio-political conditions that enabled chiefs to reinvent themselves in the new era of democratic politics despite their status as 'old political actors'. It explores the kinds of legitimacies claimed by chiefs in the new era and the responses of their subjects to such claims, particularly with respect to chiefs' involvement in national politics. The monograph makes a case for the importance of comparative research on chiefs in the era of democracy and the predicaments they face therein. It contends that contrary to exhortations about the incompatibility of chiefs and democracy, the reality is that political transition in both South Africa and Cameroon produced contradictions, creating space and a role for chiefs in a fascinating and negotiated interplay of legitimacies and history.

Book excerpt: The Paradox of Traditional Chiefs in Democratic Africa shows that unelected traditional leaders can facilitate democratic responsiveness. Ironically, chiefs' undemocratic character gives them a capacity to organize responses to rural problems that elected politicians and state institutions lack. Specifically, chiefs' longer time horizons encourage investment in local institutions that enable the provision of local public goods. This is the paradox of traditional chiefs in democratic Africa: elected politicians can only effectively respond to rural constituents through institutions constructed and maintained by local leaders who are not worried about electoral terms. Furthermore, the critical role played by chiefs in brokering local development projects forces us to reassess how we understand the basis of their political influence during elections. The book examines the effects of traditional leaders on the electoral connection in Africa through a multi-method approach that combines qualitative research, surveys, and experiments, with particular attention to the Zambian case.

Book excerpt: In Biomedical Hegemony and Democracy in South Africa Ngambouk Vitalis Pemunta and Tabi Chama-James Tabenyang unpack the contentious South African government’s post-apartheid policy framework of the ‘‘return to tradition policy’’. The conjuncture between deep sociopolitical crises, witchcraft, the ravaging HIV/AIDS pandemic and the government’s initial reluctance to adopt antiretroviral therapy turned away desperate HIV/AIDS patients to traditional healers. Drawing on historical sources, policy documents and ethnographic interviews, Pemunta and Tabenyang convincingly demonstrate that despite biomedical hegemony, patients and members of their therapy-seeking group often shuttle between modern and traditional medicine, thereby making both systems of healthcare complementary rather than alternatives. They draw the attention of policy-makers to the need to be aware of ‘‘subaltern health narratives’’ in designing health policy.
