The author interprets the communist takeover of 1949 not as a revolution but as a continuation of the imperial tradition. The book shows how Mao Zedong revitalised this autocratic tradition along five lines: the use of ideology for political control; concentration of power in the hands of a few; state power over all aspects of life; law as a tool wielded by the ruler, who is himself above the law; and the subjection of the individual to the state. Using a statist approach, the book argues that in China political action of the state has been the single most important factor in determining socio-economic change.

It argues that the party-state has taken an official Marxist stance in terms of the political use of tradition. The underlying political ideologies of these three camps are Marxism, Liberalism and Neo-traditionalism. These three political ideologies have been the most influential in Chinese politics since the Republican Revolution in 1911. The contemporary political use of China's traditions is a competition between Marxism, Liberalism and Neo-traditionalism. This competition is critical to the future of Chinese politics. This book also examines three cases, representing identical ways of the political use of traditions. The three cases are the children's reading-of-the-classics movement, the construction of a Chinese Cultural Symbolic City, the construction and subsequent removal of a statue of Confucius in and from Tiananmen Square, and the revision of the official list of public holidays. The study of the three cases attempts to shed light on the three ways Chinese traditions have been used politically by the party-state. It also attempts to explore the reasons for the party's use of Chinese traditions, the reasons for the party's scepticism with regard to using Chinese traditions, and more importantly, the competition and/or cooperation between Marxists, Liberalists and Neo-traditionalists.

He contrasts the great traditions of Confucian East Asia with the Southeast Asian cultures and the South Asian traditions of Hinduism and Islam, and explores the national differences within these larger civilizations. Breaking with modern political theory, Pye believes that power differs profoundly from one culture to another. In Asia the masses of the people are group-oriented and respectful of authority, while their leaders are more concerned with dignity and upholding collective pride than with problem-solving. As culture decides the course of political development, Pye shows how Asian societies, confronted with the task of setting up modern nation-states, respond by fashioning paternalistic forms of power that satisfy their deep psychological craving for security. This new paternalism may appear essentially authoritarian to Western eyes, but Pye maintains that it is a valid response to the people's needs and will ensure community solidarity and strong group loyalties. He predicts that we are certain to see emerging from Asia's accelerating transformation some new version of modern society that may avoid many of the forms of tension common to Western civilization but may also produce a whole new set of problems. This book revitalizes Asian political studies on a plane that comprehends the large differences between Asia and the West and at the same time is sensitive to the subtle variations among the many Asian cultures. Its comparative perspective will provide indispensable insights to anyone who wishes to think more deeply about the modern Asian states.

Book excerpt: In Populist Authoritarianism Wenfang Tang develops a theory of why Chinese citizens support an authoritarian regime, employing a wealth of data taken from more than two decades' worth of national and cross national surveys. Although China has changed considerably on the surface in the post-Mao era, Tang points to notable continuity from the Chinese Communist Party's revolutionary experiences to its current governing style. He proposes a theoretical framework of "populist authoritarianism" which is characterized by Mass Line ideology accumulation of social capital, public political activism and contentious politics, a paranoid and hyper-responsive government, weak political and civic institutions and a high level of regime trust. The CCP currently enjoys strong public support but such a system is inherently vulnerable. Because drastic changes in public opinion cannot be filtered through political institutions such as elections and the rule of law, these changes can result in system wide political earthquakes. How is it, then that the Communist Party once led by Mao-which still adheres to the Marxist-Leninist and nationalist rhetoric of yore-continues to rule with little serious dissent?
