Book excerpt: As the world marketplace becomes ever more globalized, much is at stake for the prosperity of hundreds of millions of people in Europe and Central Asia as the region's transition process continues through its second decade. Understanding the underlying dynamics shaping the contours and most salient impacts of international integration that have emerged and likely to emerge prospectively in the region is thus a crucial challenge for the medium term economic development agenda, not only for policymakers in the countries on themselves, but also for their trading partners, the international financial institutions, the donor community and the future of the world trading system as a whole. This book addresses this challenge.

Book The Soviet Union and Eastern Europe in the Global Economy

Download or read book The Soviet Union and Eastern Europe in the Global Economy written by Marie Lavigne and published by Cambridge University Press. This book was released on 1992-07-09 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Soviet Union and Eastern Europe are moving away from a centrally planned economy toward integration within the global economy. How did this transition begin? Is this an aim which all the countries can afford? What conditions are to be met so that the countries will achieve a level of development comparable with the average level of their industrial partners? In this 1992 volume, leading international political economists from both the East and West provide an in-depth analysis of these questions. The contributors assess how the transition to the market requires liberalizing foreign trade, introducing convertibility, and transforming property structures, all of which are also part of the ongoing domestic reform. They also examine how these countries overcome their development lag and implement a restructuring policy.

Book Satellites and Commissars

Download or read book Satellites and Commissars written by Randall W. Stone and published by Princeton University Press. This book was released on 2021-02-09 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why did the Soviet Union squander the political leverage afforded by its trade subsidy to Eastern Europe? Why did Soviet officials fail to bargain with resolve, to link subsidies to salient political issues, to make credible commitments, and to monitor the satellites' policies? Using an unprecedented array of formerly secret documents housed in archives in Moscow, Warsaw, and Prague, as well as interviews with former Communist officials across Eastern Europe, Randall Stone answers these questions and others that have long vexed Western political scientists. Stone argues that trade politics revolved around the incentives created by distorted prices. The East European satellites profited by trading on the margin between prices on the Western market and those in the Soviet bloc. The Soviet Union made numerous attempts to reduce its implicit trade subsidy and increase the efficiency of the bloc, but the satellites managed consistently to outmaneuver Soviet negotiators. Stone demonstrates how the East Europeans artfully resisted Soviet objectives. Stone draws upon recent developments in bargaining and principal-agent theory, arguing that the incentives created by domestic institutions weakened Soviet bargaining strategies. In effect, he suggests, perverse incentive structures in the Soviet economy were exported into Soviet foreign policy. Furthermore, Stone argues, incentives to smother information were so deeply entrenched that they frustrated numerous attempts to reform Soviet institutions.
