It focuses on the consolidation of the new Irish state over the course of the twentieth century. Professor Keogh highlights the long tragedy of emigration, its effect on the Irish psyche and on the under-performance of the Irish economy. He emphasises the lost opportunities for reform of the 1960s and early 70s. Membership of the EU had a diminished impact due to short-term and sectionally motivated political thinking and an antiquated government structure. Professor Keogh looks at how the despair of the 1950s revisited the country in the 1980s as almost an entire generation felt compelled to emigrate, very often as undocumented workers in the United States. Professor Keogh also argues that the violence in Northern Ireland from the late 1960s was an Anglo-Irish failure which was turned around only when Britain acknowledged the role of the Irish government in its resolution. Two new justice systems were created; the effects on the major religions were profound, with both jurisdictions adopting wholly different approaches; and major disruptions were caused in crossing the border, with invasive checks and stops becoming the norm. And yet, many bodies remained administered on an all-Ireland basis. The major religions remained all-Ireland bodies. Most trade unions maintained a 32-county presence, as did most sports, trade bodies, charities and other voluntary groups. Politically, however, the new jurisdictions moved further and further apart, while socially and culturally there were differences as well as links between north and south that remain to this day. Very little has been written on the actual effects of partition, the-day-to-day implications, and the complex ways that society, north and south, was truly and meaningfully affected. The book demonstrates the endurance of ideological understandings of state constitutionalism as inherently neutral between interests. Unemployed marches, housing protestors and striking workers, however, provided important challenges and oppositional discourses. Recognising these enduring forms of power and ideology is vital if we are to assess critically the possibilities and limits of contesting socio-economic rights today.

It provides an overview of Ireland's social and economic policy from independence to the present day but also employs a comparative context in order to identify the nature of Irish economy and society. It concludes that Ireland has not benefited from economic growth to the same degree as other small open economies in Europe. The book assesses a number of possible explanations for this situation, including colonialism, neo-colonialism and under development. The author contends, however, that none of these models offer a satisfactory explanation of the reality of modern Ireland.
