Book excerpt: The rise of cross-regional trade agreements is a defining trend of the current international trade system as shown by the signing of the Trans-Pacific Partnership (TPP) in 2015, the negotiations for the Transatlantic Trade and Investment Partnership (TTIP) between the USA and the EU as well as the Regional Comprehensive Economic Partnership (RCEP) between countries in Asia and Oceania. These differ from previous agreements in their economic significance and large geographic scale, and the wide scope of trade-related issues. The current rise of nationalist and isolationist ideologies across Europe and the USA has raised questions on the future of cross-regional trade deals and made the need to understand their implications for economic and political governance ever more urgent. Two main forms of governance that are central to this volume are the democratic tensions over new generation trade deals on the one hand, and their geopolitical ramifications on the other, which have come into collision to herald the advent of a highly uncertain period of world politics. Many of the questions tackled in this volume, surrounding the democratic governance of trade agreements – whether long-held debates on the inclusion of workers’ voices, controversies on intrusive "behind the border" provisions undermining national sovereignty and local autonomy or new questions on digital rights – are crucial to understand the ebbing popular support for far-reaching trade agreements. In this book, Wolfgang Reinicke critically assesses the basic premise of such a proposition and examines two concrete proposals that have been made to strengthen transatlantic economic relations--a Transatlantic Free Trade Area (TAFTA) and a New Transatlantic Marketplace. According to Reinicke, a TAFTA is likely to be both too little--tariffs and quantitative restrictions being of importance in a few sectors only--and too much--their elimination being unrealistic in the short term. The idea of a New Transatlantic Marketplace, he says, fits with the fact that the United States and the European Union form the core of the global economy. Keeping its limits and risks in mind, it could provide the relationship with a new foundation for the 21st century.

A trade deal between the two economic powers has become an increasingly popular notion, particularly given increased competition from China. Old arguments against a transatlantic deal have become weaker as the balance of the world's economies has changed. Such an agreement would generate significant gains if designed properly and would encourage global trade liberalisation. It is time for the EU and US to press ahead with a free trade agreement. The EU and US also need to find a way outside of the WTO system to use their economic power as leverage in their dealings with emerging economies. An ambitious free trade agreement can, therefore, achieve more than the benefits of reducing barriers.

This context includes both the repeated failures of the Doha Round negotiations as well as the previous attempts and achievements of the European Union and United States to create a transatlantic partnership. The author considers that the current circumstances are more favourable for the successful finalization of the transatlantic partnership but, at the same time, stresses the sensitive issues that may delay or divert the negotiations. The paper concludes that there are many possible immediate positive consequences on economic growth and creation of jobs of the Transatlantic Trade and Investment Partnership as well as a high potential to expand its implementation in North America through NAFTA and in some other countries that have free trade agreements with either the European Union or the United States.
