While tariff reductions are by far the simpler tack, they also probably represent the lesser of the obstacles. In general, tariff levels on environmental goods are not particularly high (though tariff peaks exist). An agreement to liberalize trade in low-emission go [...] This sort of effort would probably be best led at the multilateral level, within the WTO. There are, however, ongoing negotiations on liberalization of trade in environmental goods and services, part of the Doha negotiating mandate, and efforts would have to be made to carefully manage the interplay between any low-emission liberalization initiative and this existing work. Arguably, low-emis [...] Should multilateral agreement prove difficult, there are other options for action in this area. A number of plurilateral agreements have been negotiated in the WTO in sectors such as information technology, civil aircraft and government procurement. Plurilateral agreements need not be extended to non-signatory WTO members on an MFN basis, though the ITA did offer MFN treatment. A plurilatera [...] Other options for this sort of agreement might be within the context of regional or bilateral trade agreements, or as unilateral commitments. Again, this would have some value, but a broader agreement (that encompassed more market activity) would be preferable. The narrower the group of parties to any agreement, the more likely it is that there might remain carve-outs and tariff peaks on par.

Mitigation requires a large-scale transition to a low-carbon economy. This paper provides an overview of the rapidly growing literature on the role of macroeconomic and financial policy tools in enabling this transition. The literature provides a menu of policy tools for mitigation. A key conclusion is that fiscal tools are first in line and central, but can and may need to be complemented by financial and monetary policy instruments. Some tools and policies raise unanswered questions about policy tool assignment and mandates, which we describe. The literature is scarce, however, on the most effective policy mix and the role of mitigation tools and goals in the overall policy framework.

Another area where countries have successfully committed to a long-term multilateral resolution is the liberalization of international trade. Integration into the world economy has proven a powerful means for countries to promote economic growth, development, and poverty reduction. The broad objectives of the betterment of current and future human welfare are shared by both global trade and climate regimes. Yet both climate and trade agendas have evolved largely independently through the years, despite their mutually supporting objectives. Since global emission goals and global trade objectives are shared policy objectives of most countries, and nearly all of the World Bank's clients, it makes sense to consider the two sets of objectives together. This book is one of the first comprehensive attempts to look at the synergies between climate change and trade objectives from economic, legal, and institutional perspectives. It addresses an important policy question - how changes in trade policies and international cooperation on trade policies can help address global environmental spillovers, especially GHG emissions, and what the (potential) effects of (national) environmental policies that are aimed at global environmental problems might be for trade and investment. The main goals of the international trading system are trade liberalization, citizens' welfare, economic growth, and the optimal use of the world's natural resources. There is a set of closed and defined trade policy tools (i.e., trade regulation): tariffs, quantitative restrictions, trade remedies, subsidies, norms and standards, process and production methods, intellectual property rights, government procurement, services regulation et cetera, to name but a few. The main goals of climate change policy, on the other hand, are about environmental protection, sustainable development, and the preservation of ecosystems. To achieve these goals, climate change law uses the following policy tools across international law: trade policy tools, funding programs, taxes, permissions, prohibitions, international standards, and financial instruments.This paper advocates the importance of involving major greenhouse gas (GHG) emitters through large preferential trade agreements (PTAs), such as the Trans-Pacific Partnership and the Transatlantic Trade and Investment Partnership, with strong climate change chapters and through economic partnership agreements as avenues to mitigate GHG emissions. PTAs have become a necessity because of the stagnation of the multilateral trading system. The question is how to persuade countries to be parties to climate-based PTAs, and economic incentives for parties are a possibility. Regional trade arrangements could be designed to provide for an attractive package to settle trade-offs and conflicts of interest as well as facilitate the ultimate goal of creating a global climate regime. In proposing climate solutions through trade agreements, the paper also tries to stimulate non-Annex I countries to GHG emissions reduction. Trade mechanisms can be an effective tool for securing environmental objectives. A regional approach seems more realistic than aiming for a global climate agreement. Both approaches (regional and global) share the objective of creating a strong international framework for climate action. However, they differ on how to achieve the goal.
