Available in PDF, EPUB and Kindle. Book excerpt: This study sought to develop a framework of factors which impact the success of offset agreements. These agreements have impacts on the U.S. defense industrial base, employment, the balance of trade, and the ability of the U.S. to protect its technology. Consequently, their study is important. A framework of twenty-two factors was developed through an extensive literature review and then tested against the offset proposals in the Korean Fighter Program (KFP). In the KFP case study, only one of the factors, high visibility of the product, appeared to differentiate between the two proposals and have an impact on the final outcome. The researchers also sought to determine the impact of the U.S. government's involvement in the negotiations. It was found that negotiations between U.S. government parties and Republic of Korea representatives and the U.S. restriction of certain components to Foreign Military Sales channels had an impact on the KFP offset proposals.

Available in PDF, EPUB and Kindle. Book excerpt: This thesis is a case study of the impact of the national cultures of buying nations on Foreign Military Sales (FMS) programs. The sales of the F/A-18 fighter aircraft to Switzerland and Finland are specifically evaluated. The issues brought forth in this study will demonstrate the necessity for those employees who interact with people from foreign cultures to ensure that they posses adequate training in cross-cultural communications. In an era of declining defense budgets, defense contractors are pursuing foreign buyers vigorously. Increased competition from foreign competitors mandates the need for increased awareness of intercultural differences and improved skills in this area. Cross-cultural communications training opportunities for both Government employees arid contractor personnel are discussed, in addition to reviewing the current status of training received by the personnel assigned to two on-going FMS cases. Proper intercultural communications training will help defense contractors and Government agencies by resulting in more efficient programs with fewer misunderstandings and possibly in lower prices for the Government as a result of increased economies of scale due to the foreign sales. Recommendations for further research are provided.

Book excerpt: Trade offsets involve shared manufacturing by a foreign government or other arrangements aimed at 'offsetting' part of the cost of a weapon system purchased from the United States. Various government and private industry officials have expressed concern about the increased use and possible consequences of offsets in foreign military sales. GAO was asked to review the policies, responsibilities, and data bases of federal agencies regarding these offset arrangements. This report contains information on each of these areas. It also suggests that the Congress may wish to direct the administration to institute a policy to resist offset demands by foreign governments purchasing military goods from the United States when U.S. assistance is provided. GAO believes that foreign military sales credits or grants should not be used directly or indirectly to expand the industrial base of a foreign country at the expense of the U.S. industrial base and U.S. jobs. Exceptions to this general rule might be made for foreign policy reasons.

Book excerpt: We have reviewed offset arrangements associated with foreign military sales financed through the U.S. Foreign Military Financing (FMF) Program. For the purposes of our review, offsets are defined as an entire range of industrial and commercial compensation practices provided to foreign governments and firms as inducements or conditions for the purchase of military goods and services. Israel, Egypt, Greece, and Turkey are the largest recipients of the FMF program. Since fiscal year 1975, the United States has provided over $60.1 billion in FMF funding consisting of grants and loans to these countries. Our objectives were to (1) determine the nature and extent of offsets required by the four largest recipients of FMF funding when purchasing U.S. military goods and services; (2) determine whether and how U.S. government funds paid for the offsets and their costs; (3) analyze applicable laws, policies, and regulations with respect to offsets; and (4) make observations on the impacts of offsets on U.S. business, trade, and industrial competitiveness. We did not review offsets associated with purchases made by foreign governments using their own national funds.

Book excerpt: The purpose of this thesis is to determine what effect the growth of offsets, as a condition of sale of military articles, has had on the U.S. defense industrial base. These effects are measured by assessing how this trade practice has impacted the employment, trade, and competitiveness of the U.S. defense industry. Additionally, the present U.S. Government policy towards offsets is explained. Analytical data taken from both Office of Management and Budget and Department of Commerce reports are presented and analyzed. Interviews with large and small- to medium-sized business spokesmen, in addition to Department of Commerce experts, are presented to augment the quantitative results. Different levels of U.S. Government oversight are explained as well as their advantages and disadvantages. The macroeconomic effects of offsets on the U.S. defense industry are inconclusive. However, offsets do seem to impact the U.S. defense industry adversely at the subcontractor level when specific industrial sectors are analyzed. Large defense contractors view offsets as a necessary marketing tool in order to maintain global competition. Most small to medium-sized contractors do not support the use of offsets, claiming that they export jobs and work orders overseas, eroding the defense industrial base at the subcontractor level.

And yet, offsets are an under-researched and under-theorised phenomenon. This book fills this gap in the literature by offering the first general theory of defence offsets, as well as the first systematic analysis of the offset phenomenon. By building on the insights of scholars of defence economics and drawing from the International Relations liberal paradigm, as well as reviving and adapting Robert Putnam's two-level game framework, the book proposes a liberal-rationalist theory of defence offsets. It then proves the worth of such a theory through Qualitative Comparative Analysis (QCA) of fifty-four fighter aircraft transfers from 1992 to 2021 inclusive, and three in-depth case studies addressing offsets negotiated and agreed to as part of fighter aircraft competitions in Brazil, India, and South Korea. Book excerpt: United States defense firms have increasingly encountered demands from their foreign buyers to provide compensation for selecting U.S. suppliers. These quid pro quo transactions also known as offsets compensate the buyers for the economic damage caused by purchasing costly U.S. defense equipment. While these offsets may appear to be solely a form of price cuffing the motives of the foreign buyers can be varied. The behavior of these buyers can be explained by economic incentives ranging from labor market distortions and desires for foreign investment to the need for international financing. In most cases it appears that offset transactions are a form of commercial policy that the buying governments use to address domestic problems. Defense industry personnel will likely encounter offset transactions and will benefit from a better understanding of the buyers motivations.
