Book Trade Adjustment Assistance for Firms

Download or read book Trade Adjustment Assistance for Firms written by Griffin Hayward and published by . This book was released on 2014-05-14 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: Trade liberalization can enhance the economic welfare of all trade partners, but in adjusting to greater competition, many import- competing firms and workers face difficult problems. Since 1962, Congress has responded to these adjustment costs by authorizing trade adjustment assistance (TAA) programs for workers, firms, and farmers, and continues to monitor their performance and amend the governing legislation. This book discusses the Trade Adjustment Assistance for Firms (TAAF) program, which provides technical assistance to trade- affected firms to help them develop strategies to remain competitive in a dynamic international economy. Legislation has been introduced in the 113th Congress that would reauthorize TAA programs, which are set to expire on December 31, 2013. President Obama also has supported TAA reauthorization, linking it to renewal of Trade Promotion Authority (TPA).

Book Trade Liberalization and Trade Adjustment Assistance

Download or read book Trade Liberalization and Trade Adjustment Assistance written by Kwok Chiu Fung and published by . This book was released on 1994 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: We explore the relationship between trade adjustment subsidies and successful reciprocal trade liberalization. We consider economies that are faced with a periodic need to move resources out of a declining import-competing sector, and that are attempting to sustain cooperative but self-enforcing trade agreements in the face of these adjustment needs. If the limitations associated with enforcement of international trade agreements are sufficiently severe, trade adjustment assistance can facilitate reciprocal trade liberalization. We argue that this suggests a possible efficiency rationale for adjustment policies that treat resources differently when traded sectors are involved.

Book excerpt: Economists generally acknowledge that trade liberalization enhances the economic welfare of all trade partners, but with stiffer global competition, many firms and workers also face difficult adjustment problems. Congress has responded to these adjustment costs by authorizing four trade adjustment assistance (TAA) programs to assist trade-impacted workers, firms, farmers and communities. This book examines the TAA program, which provides technical assistance to trade-affected firms to help them develop strategies and make other adjustments to remain competitive in the changing international economy.

Bohanon and Marilyn Flowers. The article was published in the volume 18, number 1 Spring/Summer 1998 issue of "The Cato Journal." The text is available in PDF format. The authors discuss some of the unintended consequences of trade adjustment assistance (TAA). The implementation of TAA decreases the gain from trade liberalization. There are potentially troubling equity implications of TAA, particularly that TAA is targeted at resources that are displaced by foreign competition.
