Book excerpt: Using the Korean manufacturing firm-level data, this paper confirms that three stylized facts on importing hold in Korea: the ratio of imported inputs in total inputs tends to be procyclical; the use of imported inputs increases productivity; and larger firms are more likely to use imported inputs. As a result, we find that firm-level import decisions explain a non-trivial fraction of aggregate productivity fluctuations in Korea over the period between 2006 and 2012. Main findings of this paper suggest a possible link between the recent global productivity slowdown and the global trade slowdown.

Book excerpt: One of the key goals of trade policy, which includes FTAs, should be the enhancement of productivity in the overall economy through the improved productivity of the tradable sector. This can be achieved by enhancing the productivity of existing firms, and eliminating lowproductivity firms to improve overall industrial productivity. This study examines the effects of Korea's trade policies in terms of bolstering the productivity of existing firms in the tradable sector. It shows that Korea's FTAs with major trade partners, such as the EU, US and China, have failed to provide meaningful impetus. As for raising productivity through firm exits, this study confirms that it has a positive impact on raising total factor productivity (TFP) across industry. However, further studies are needed to substantiate that this is owed to trade liberalization. To raise overall economic productivity, future trade policies should be designed to enhance the productivity of existing firms, and expel those with low productivity. A trade policy-driven expansion of imports and exports could brighten the prospects for the tradable sector, encouraging firms to boost productivity. It is imperative that efforts are made to increase the positive effects of trade liberalization and minimize the negative effects on society by shifting the focus of the current Trade Adjustment Assistance system towards supporting workers instead of firms, and improving retraining and vocational programs for the unemployed, among others.

Book excerpt: This paper investigates the impact of government industrial policy and trade protection of the manufacturing sector in Korea. Empirical results are provided, using 4-period panel data for the years 1963-83, for 38 Korean industries in which trade protection reduced growth rates of labor productivity and total factor productivity, while industrial policies, such as tax incentives and subsidized credit, were not correlated with total factor productivity growth in the promoted sectors. The evidence, thus, implies that less government intervention in trade is linked to higher productivity growth.

Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the effect of trade liberalization or globalization, more broadly, on plants' growth as well as on “bi-polarization”. To do so, we reviewed the possible theoretical mechanisms put forward by recent heterogeneous firm trade theories, and provided available micro-evidence from existing empirical studies on Korean manufacturing sector. Above all, the empirical evidence provided in this paper strongly suggests that globalization promoted growth of Korean manufacturing plants. Specifically, evidence suggests that exporting not only increases within-plant productivity but also promotes introduction of new products and dropping of old products. However, the empirical evidence also suggests that globalization has some downsides: widening productivity differences across plants and rising wage inequality between skilled and unskilled workers. Specifically, trade liberalization widens the initial productivity differences among plants through learning from export market participation as well as through interactions between exporting and R&D, both of which increase plants' productivity. We also show that there is only a small group of large and productive “superstar” plants engaged in both R&D and exporting activity, which can fully utilize the potential benefits from globalization. Finally, we also show evidence that trade liberalization interacts with innovation to increase the skilled-unskilled wage inequality.
