Book excerpt: How do trade shocks affect welfare and inequality when human capital is endogenous? Using an external information technology demand shock and detailed internal migration data from India, this paper first documents that both information technology employment and engineering enrollment responded to the rise in information technology exports. Information technology employment responded more when nearby regions had a higher share of college-age population. The paper then develops a quantitative spatial equilibrium model featuring two new channels: higher education choice and differential costs of migrating for college and work. The framework is used to quantify the aggregate and distributional effects of the information technology boom and perform counterfactuals. Without endogenous education, the estimated aggregate welfare gain from the export shock would have been about a third as large and regional inequality twice as large. Reducing barriers to mobility for education, such as reducing in-state quotas for students at higher education institutes, would substantially reduce inequality in the gains from the information technology boom across districts.

The positive effect of trade on on-the-job human capital accumulation remains significant when controlling for GDP, educational attainment, and institutional quality. It is not the result of self-selection, heterogeneity in returns to experience, English-speaking origin, or cultural background. The effect persists when restricting the sample to non-OECD countries, thereby resolving the theoretical ambiguity of whether trade increases or decreases learning-by-doing. The role of trade in generating economic growth is therefore likely to be more important than generally considered.

The book demonstrates that despite the fact that many international migrants might be working in their destination countries at a level below their formal qualifications, or else might be formally unskilled, but with practical non-validated skills, they can still acquire and enhance considerable informal human capital in the form of mind skills, soft skills, maker skills and life skills. The book analyses how migration-impacted informal human capital (MigCap) is acquired and enhanced as a result of international migration and what the opportunity and constraint structures are for their acquisitions and transfers. Adopting a comprehensive perspective, the book investigates how migration-impacted informal human capital is transferred by migrants between localities and areas of human actions and activities. Moving beyond the focus on migration as a source of economic capital, this book demonstrates that learning by observing, communicating and doing with others, embedded in social relations can facilitate the enhancement of intangible human capital among both skilled and unskilled migrants. It will be of interest to researchers of migration, sociology, economics, management and business studies, and other related social science disciplines.

In particular the author argues that the assumption that the United States economy was the unmoved mover in the fluctuations of the international economy between 1860 and 1913 is incorrect. He presents evidence on regional housebuilding cycles in nineteenth-century Britain and shows that the British cycle was inverse to the American, and that both were primarily determined by demographic factors. From the mid-nineteenth century, Professor Thomas concludes, the countries of new settlement - America, Canada, Argentina and Australia - experienced long swings in urban development opposite in timing to those in Britain, the principal suppliers of funds. The result was a converse pattern of capital formation and export upsurges in Britain and her overseas borrowers. This book was first published in 1972.

Book excerpt: "Based on static partial equilibrium analysis, the "new brain drain" literature argues that, by raising the return to education, a brain drain generates a brain gain that is, under certain conditions, larger than the brain drain itself, and that such a net brain gain results in an increase in welfare and growth due to education's positive externalities. This paper argues that these claims are exaggerated. In the static case, and based on both partial and general equilibrium considerations, the paper shows that (1) the size of the brain gain is smaller than suggested in that literature; (2) the impact on welfare and growth is smaller as well (for any brain gain size); (3) a positive brain gain is likely to result in a smaller, possibly negative human capital gain; (4) an increase in the stock of human capital may have a negative impact on welfare and growth; and (5) in a dynamic framework, the paper shows that the steady-state brain gain is equal to the brain drain so that a "beneficial brain drain" cannot take place, and a net brain loss is likely during the transition.
