Book excerpt: This paper explores the opportunities for further economic cooperation between India, Brazil and South Africa in the context of the IBSA Trilateral Cooperation Forum. The IBSA integrative efforts are opening new avenues for South-South Cooperation in several areas, including on commodities, manufacturing and services exports, transport and energy issues, FDI and transfer of technology, etc. In particular, the paper looks at two tariff liberalization scenarios going beyond the minimalist preferential trade arrangements that have been agreed by IBSA countries. The CGE simulations suggest that significant trade creation gains can be reaped by all three countries. While intra-IBSA trade has tripled over the last decade, a comprehensive tariff liberalization scenario could lead to a doubling of their annual trade levels. The paper concludes with a number of policy recommendations that could help overcoming the remaining challenges for the IBSA trilateral economic cooperation.

Book excerpt: Though transition from the old diplomatic practices to the new took place in Europe due to the traumatic First World War, changes in political systems during the 19th century, rapid increase in communications, increasing importance of public opinion and growing sense of the community among nation states helped in replacing control of political and military class by the commercial, bourgeois/bureaucratic class. Economic wellbeing of citizens through trade and commerce has been the foremost concern of nation states in the contemporary phase of interdependence and globalization and to achieve that ruling elites have innovated methods of cooperation. Diplomats have been dealing with economic issues globally in the post-war period. Failure of third world countries to use economic diplomacy to their advantage for gaining concessions from developed world led to the setting up of regional organizations/associations for economic cooperation in the true South-South spirit. However, changing global order during the 1990s have encouraged the third world countries to believe that they can define their destiny in the present circumstances better than the past and also increase their participation in the global institutions. Reduction in the importance of the geographical boundaries in an era of free trade and commerce prompted India, Brazil and South Africa (IBSA) to set up IBSA Dialogue Forum by issuing Brazilia Declaration. It is a unique experiment trying to take advantage of heterogeneity among member states. The size and resources possessed by the members have prompted many to categorize them as middle/intermediate/would be great powers. Middle powers further their national interests by attempting to shape the environment internationally, as to enable them to achieve better standards of living for their people. Though there are divergencies in the behavior of IBSA states, there are instances such as in WTO negotiations and at G-3 Summits where all the three have joined hands to live up to their commitments towards the poor South.
