It examines the effective influence of modernisation and health reform linkages on the export and import of health services. The conclusions are that modernisation and health reform in Chile have contributed to an internationalisation of health, and that the development of trade in health-related services and goods is an important and growing part of this process.

A total of 190 foreign patients from SAARC countries that came to India to receive medical services, 20 hospitals across five metros, and 65 doctors active in offering professional services were surveyed using three structured questionnaires. Two case studies were carried out on two countries (Bangladesh and Nepal) to examine the demand aspects of health service trade. This study also aims to profile the health service sector of these two countries which might affect trade in health services. It focuses on the liberalization of health services and assesses the challenges and opportunities posed by the liberalization of trade on the provisions of health services and options for national policy makers. It further makes an effort to examine the barriers in health service trade in the two relatively small countries of South Asia. An effort is made to explore possible regional cooperation in health service trade among the above three countries of the SAARC region. The evidence is actually useful in order to understand commitments and challenges regarding trade in health services in the SAARC region.

Whether patients travel abroad for health care depends on the coverage of treatments by their health insurance plan. Under existing health insurance contracts, the gains from trade are not fully internalized by the consumer. The result is a strong quot;local-market biasquot; in the consumption of health care. A simple modification of existing insurance products can create sufficient incentives for consumers to travel. For just 15 highly tradable, low-risk treatments, the annual savings to the US would be $1.4 billion even if only one in ten patients who need these treatments went abroad. Half of these annual savings would accrue to the Medicare program alone. We examine how measures by destination countries to improve and credibly signal the quality of health care can enhance the scope for trade.
