Book excerpt: Pursuant to a congressional request, GAO reviewed U.S.-Mexican trade, focusing on the: (1) growth in U.S.-Mexican trade, particularly in the top ten U.S.-manufactured exports to Mexico; and (2) maquiladora program's effect on U.S. employment. GAO found that: (1) since 1985, U.S. exports to Mexico have tripled and U.S imports from Mexico have grown by 80 percent; (2) U.S. investment in Mexico has doubled since 1985; (3) about one-half of the maquiladoras registered in 1992 were owned by U.S. firms; (4) the top ten U.S.-manufactured commodities exported to Mexico in 1992 comprised about 23 percent of U.S. exports to Mexico in that year; (5) about 25 to 37 percent of Mexican imports from the United States went to maquiladora firms from 1985 to 1992; (6) the proportion of U.S. exports in general and the top ten U.S.-manufactured products exported to maquiladoras increased from 1985 to 1987 then decreased from 1987 to 1990; and (7) the employment-impact studies generally agreed that maquiladoras support some U.S. jobs, but the impact of the maquiladora program on U.S. employment could not be accurately quantified because of the studies' limitations.

This vision is formed from a study of the 1970 and 1985 trade patterns of OECD countries. The vision accounts directly for the proximity of Mexico and the United States, and also for the continuing wage gap between Mexico and the United States. The vision accounts indirectly for the declining level of trade barriers and for the technological improvements that are probable in a liberalized Mexico. Based on the OECD trade patterns, an emerging Mexico will present U.S. export opportunities that are a significant fraction of current U.S. production of transportation equipment, chemicals and machinery. But Mexican exports are likely to displace a substantial amount of U.S. production of apparel, footwear, pottery and leather products. This vision which is formed using 1985 data does not offer an entirely accurate description of the changes in trade between Mexico and the United States that have occurred between 1985 and 1992. It is possible that the vision is defective, but it is also possible that the Mexican liberalization is incomplete, is in its infancy, and is still under serious threat of reversal.

It finds evidence that growing per capita income in Mexico is directly related to its “trade opening”, but is inversely related to the growth of its manufacturing export industry. Specifically, for each point of growth in “trade opening” (as a proportion of GDP) per capita income grew by 0.22%; while each point of increase in the share of industrial exports reduced income per person by 0.09%.To explain this apparent contradiction between the positive effect of “trade opening” and the negative impact of productive manufacturing specialization, we examined the characteristics of Mexico's industry.Results show that although Mexico's export-led industrialization successfully adapted to the world market and transformed its productive, business, organizational and technological structure, it did not translate into adequate macroeconomic benefits due to the absence of strong value dissemination forces over the rest of the economy.In this sense, poor internal linkages in the maquila industry, its high propensity to import, and its limited value added generation, among other elements, led the Mexican industry to operate as an export enclave. In those circumstances, manufacturing does not generates positive externalities nor articulations, nor strong disseminations that increase and multiplies value in other sectors of industry, thus limiting expansion effects and restraining or even reducing - under some specific circumstances - per capita income growth.

As the result of capitalism, globalisation does not transfer basic capitalist structures from the Centre to the Periphery. Capitalism is based on rising mass incomes that create investment opportunities and, thus, the possibility of profit. A structurally homogeneous and ultraimperialist Centre dominates a deeply fissured Periphery of structurally heterogeneous societies and economies. Capitalism penetrates underdeveloped regions and deforms them through rent, which obstructs expanding internal mass markets while labour goes unempowered. Rent constitutes the basis for state operations and the role of emerging state classes. While globalisation disempowers labour in both the West and in the South, it has given new comparative advantage to the South. The shift from rent appropriation in the South via raw material exports to export-led manufacturing is based on devaluation below purchasing power parity and, hence, on a rent from agriculture that is based on the Green Revolution. Its impact is, however, not always sufficient to compensate for the loss of influence experienced by social reformist forces. A novel multipolar system based on the balance power has emerged. Mutliethnic empires are held together with large varieties of however always identitarian ideologies. This global system is composed of powers that are internally and externally opposed to peaceful change. Across the globe, there is an impending danger of globalisation of rent. This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.

As income inequalities have become more pronounced in core countries, especially in the U.S. and the U.K., global inequalities emerged as a "new" topic of social scientific scholarship, ignoring the constant move toward polarization that has been characteristic of the entire modern world-system. At the same time, the rise of new states (most notably, the BRICS) and the relative economic growth of particular regions (especially East Asia) have prompted speculations about the next hegemon that largely disregard both the longue durée of hegemonic shifts and the constraints that regional differentiations place on the concentration of capital and geopolitical power in one location. Authors in this book place the issue of rising inequalities at the center of their analyses. They explore the concept and reality of semiperipheries in the 21st century world-system, the role of the state and of transnational migration in current patterns of global stratification, types of catching-up development and new spatial configurations of inequality in Europe’s Eastern periphery as well as the prospects for the Global Left in the new systemic order. The book links novel theoretical debates on the rise of global inequalities to methodologically innovative approaches to the urgent task of addressing them.

While it started in light manufacturing and the assembly of more sophisticated products as part of global supply chains, China is now moving up the value chain, “onshoring” the production of higher-value-added upstream products and moving into more sophisticated downstream products as well. At the same time, with its wages rising, it has started to exit some lower-end, more labor-intensive sectors. These changes are taking place in the broader context of China’s rebalancing—away from exports and toward domestic demand, and within the latter, away from investment and toward consumption—and as a consequence, demand for some commodity imports is slowing, while consumption imports are slowly rising. The evolution of Chinese trade, investment, and consumption patterns offers opportunities and challenges to low-wage, low-income countries, including China’s neighbors in the Mekong region. Cambodia, Lao P.D.R., Myanmar, and Vietnam (the CLMV) are all open economies that are highly integrated with China. Rebalancing in China may mean less of a role for commodity exports from the region, but at the same time, the CLMV’s low labor costs suggest that manufacturing assembly for export could take off as China becomes less competitive, and as China itself demands more consumption items. Labor costs, however, are only part of the story. The CLMV will need to strengthen their infrastructure, education, governance, and trade regimes, and also run sound macro policies in order to capitalize fully on the opportunities presented by China’s transformation. With such policy efforts, the CLMV could see their trade and integration with global supply chains grow dramatically in the coming years.
