Book excerpt: In this context, this note summarizes the findings of a recent World Bank, SACU Secretariat assessment of regional trade facilitation based on the Trade and Transport Facilitation Assessment (TTFA) methodology. The assessment looks at regional trade facilitation through the lens of value chains, with the objective to understand how the region's trade and transport environment could be improved to facilitate more extensive and deeply integrated regional trade, linked to competitive participation in global value chains. The remainder of this note is structured as follows: section two provides a brief overview of regional trade and freight flows. This is followed in section three by a brief review of the trade and transport environment (including infrastructure and policy) across each SACU member state. Section four summarizes the findings of the detailed analysis, from a trade facilitation perspective, of the regional value chains in four key industry sectors: agro-processing; agro-processing; automotive; beef; and textiles/apparel. Section five then focuses on identifying potential solutions to three key trade and transport facilitation challenges identified through the value chain assessments. Finally, section six concludes.

Book excerpt: In considering the prospects for expanding non-commodities exports, the SACU region faces a global environment that has changed markedly over the past two decades. First, trade is increasingly shifting away from high income countries and toward developing countries. Second and perhaps most importantly, is the increasing importance of or 'global production networks' or 'global value chains' (GVCs). With wages rising rapidly in China and other places where GVC-oriented trade is concentrated, parts of these value chains are migrating to new global locations. Some estimates indicate that over the next generation 85 million manufacturing jobs will migrate from coastal China, and Sub-Saharan Africa is expected to be a major beneficiary. The SACU region, with its abundance of natural capital and surplus labor, along with a relatively high quality infrastructure and institutional environment, should be in a good position to attract investment and create a 'factory Southern Africa'. Beyond assembly manufacturing that is typical of GVCs (e.g. apparel, electronics, automotive), the region should also be well-placed to compete as a location for value-addition to agricultural and mineral commodities ('beneficiation'). Both types of investment would not only drive exports and have the potential to create significant employment, but also support upgrading by accessing global technologies and knowledge. And with growing markets across Africa, a 'factory Southern Africa' might increasingly be sustainable in the regional context.

This edition examines the growth of regional trade agreements, which have risen eight-fold in two decades with currently, as much as 40 percent of global trade taking place among countries that have some form of reciprocal regional trade agreement. Issues discussed include: regional trading trends; effects of regional agreements on trade creation, trade facilitation and services, investment, intellectual property rights, and labour mobility; whether the proliferation of agreements poses risks for multilateral trading system, and if so, options for managing them. The report finds that agreements leading to open regionalism (that is, deeper integration of trade as a result of low external tariffs, increased services competition, and efforts to reduce cross-border and customs delays costs) are effective as part of a larger trade strategy to promote growth. Although regional agreements can prove beneficial to member countries, they can have adverse effects on excluded countries, and the lowering of border barriers around the world is crucial to minimising these effects. The completion of the Doha Development Agenda by all WTO countries will reduce the risk of trade diversion associated with regional agreements and will decrease trade losses of countries excluded from agreements.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Book excerpt: This 2019 Article IV Consultation with the Kingdom of Eswatini highlights that the financial system remains sound, although vulnerabilities are rising. Hence, bank supervision should be intensified, the early intervention regime strengthened, and plans to relax single borrower concentration regulations suspended. The paper explains that the authorities have recently taken some policy actions toward stabilizing the economy. However, reflecting expansionary spending policies and declining Southern African Customs Union revenue, public debt is still rising, domestic arrears have accumulated, and international reserves have fallen below adequate levels. Supply side and governance reforms are needed to support private investment and strengthen competitiveness. Reforms should reduce vulnerabilities to state-capture and other forms of corruption, streamline business regulations and regulatory requirements, reduce high electricity and telecommunications costs, contain wage growth, and address shortages of skilled workers. A credible medium-term fiscal adjustment plan, starting with measures to reduce next year’s fiscal deficit, is needed to bring the economy on a sustainable path. Policies should combine expenditure reductions and revenue increases that enhance long-term growth prospects. Expanding and better targeting cash transfers would help protect the poor.

It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.
