Book excerpt: We use disaggregated data on trade flows, production, and trade barriers for 41 countries in 1988 to examine the political and economic determinants of non-tariff barriers, as well as the impact of protection (both tariff and non-tariff) on trade flows. We use an econometric framework that allows for the simultaneous determination of trade barriers and trade flows. Our results are consistent with political-economy theories of the determinants of protection: even after accounting for industry-specific factors, nations tend to protect industries that are weak, in decline, and threatened by import competition. Countries also give more protection to large industries; these might be thought of as politically important. Nations use tariffs, non-tariff barriers, and exchange rate controls as complementary instruments of protection.

As the more advanced developing countries acquire the skills and investments to diversify exports toward more sophisticated manufactured products, restrictions against them tend to multiply. These not only impede the export prospects of the developing countries directly affected, but also slow specialization and diversification, thus severely affecting the smaller developing country exporters. Across-the-board protectionist measures have been avoided in the industrial countries because it is widely acknowledged that trade restrictions and protectionism are inappropriate responses to exchange rate developments. Exchange rate movements reflect financial flows as well as trade flows, and the importance of exchange rates that correspond to underlying economic fundamentals is unquestioned.

The historical and theoretical overview will lead to the description of today's status quo in international trade relations. Building upon the illustration of the triad's role in contemporary international business the study will turn towards the discussion of the implications of trade barriers in the triad communities and examine if their reduction would be beneficial or unfavourable. Thereto trade barriers in the three economic blocs of the triad and their rationale will be presented first. The study will then proceed by highlighting the effects of these trade barriers on developing countries, on the applying countries themselves and on other members of the triad. In doing so the study will contrast the trade barriers' potential benefits with the costs they might inhere. Finally the study will discuss environmental as well as ethical aspects of the trade barriers. Evaluating and concluding on the trade barriers' implications the study will emphasise the overweighing benefits of a drastic reduction of trade barriers in the triad nations and evaluate the likeliness of such a trade liberalisation.

Book excerpt: Non-tariff measures are generally defined as policy measures other than ordinary customs tariffs that can potentially have an economic effect on international trade in goods, changing quantities traded, or prices or both. Since this definition is broad, a detailed classification is of critical importance so as to better identify and distinguish among the various forms of non-tariff measures. The classification of non-tariff measures presented here is a taxonomy of all those measures considered relevant in international trade today. It builds on an old UNCTAD classification known as the Coding System of Trade Control Measures and was developed by several international organizations forming what is called the MAST group (Multi-Agency Support Team) set up to support the Group of Eminent Persons on Non-tariff Barriers established by the Secretary General of UNCTAD in 2006. The MAST team discussed and proposed this classification, and is composed of: FAO, IMF, ITC, OECD, UNCTAD, UNIDO, World Bank and WTO. The classification is seen as evolving and should adapt to the reality of international trade and data collection needs.
