Lewis' Nobel lecture that economic growth in developed countries is the main driving force of exports and growth in developing countries. The trade engine theory is shown to rest on highly restrictive assumptions which, it is argued, have become increasingly inappropriate as a consequence of far-reaching changes in the composition of LDC exports. Empirical analysis is undertaken to show that the main gear of the trade engine, the linkage between economic prosperity in developed countries and export growth of developing countries, is highly unstable and hence mechanically inefficient. The trade engine theory, it is argued, is no more applicable in recent decades than Kravis showed it was in the nineteenth century.

Increased trade integration helped to drive economic growth in advanced and developing economies in the latter part of the 20th century. Since the early 2000’s, however, a slowdown in the pace of trade reform, a post-crisis uptick in protectionism, and risk of further reversals have been a drag on trade, productivity, and income growth. At the same time, trade is leaving too many individuals and communities behind, notably also in advanced economies. To be sure, job losses in certain sectors or regions in advanced economies have resulted to a large extent from technological changes rather than from trade. But adjustment to trade can bring a human and economic downside that is frequently concentrated, sometimes harsh, and has too often become prolonged. It need not be that way. With the right policies, countries can benefit from the great opportunities that trade brings and lift up those who have been left behind. Those polices ease adjustment to trade, as well as strengthen overall economic flexibility and performance.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Are the developing countries wrong to assume that their economic advancement depends on a transfer of wealth from the richer nations? Sir W. Arthur Lewis's provocative analysis of the present economic order and its origins suggests that the answer to both questions is yes. Professor Lewis perceptively illuminates aspects of recent economic history that have often been overlooked by observers of international affairs. He asks first how the world came to be divided into countries exporting manufactures and countries exporting primary commodities. High agricultural productivity and a good investment climate allowed countries in Northwest Europe to industrialize rapidly, while the favorable terms of trade they enjoyed assured them and the temperate lands to which Europeans migrated of continuing dominance over the tropical countries. At the core of the author's argument lies the contention that as the structure of international trade changes, the tropical countries move rapidly toward becoming net importers of agricultural commodities and net exporters of manufactures. Even so, they continue to depend on the markets of the richer countries for their growth, and they continue to trade on unfavorable terms. Both of these disadvantages, he concludes, stem from large agricultural sectors with low productivity and will disappear only as the technology of tropical food production is revolutionized. We consider the effects of openness on poverty in two components: the effect of openness on average income growth, and the effect on distribution for a given growth rate. Evidence from a variety of sources (cross-country and panel growth regressions, industry and firm-level research, and case studies) supports the view that trade openness contributes greatly to growth. Moreover, trade openness does not have systematic effects on the poor beyond its effect on overall growth. Trade policy is only one of many determinants of growth and poverty reduction. Trade openness has important positive spillovers on other aspects of reform, however, so that the correlation of trade with other pro-reform policies speaks to the advantages of making openness a primary part of the reform package.
