Available in PDF, EPUB and Kindle. Book excerpt: The broad objectives of a natural resources management program include economic efficiency, biological sustainability and social equity. While the first is conceptually uncontentious, the last two often pose challenges by bringing in as implicit stakeholders the general public community and the future generations. The 'commons' problem in renewable resource exploitation is often combined in real life with several types of additional externalities, such as cross-sectoral domestic spillover effects in a diversified economy, or transboundary effects due to overexploitation. Moreover, the distributional implications and local scarcity favoured by corrupt resource policies are prone to create social tensions, extensively documented in the literature. The main object of this thesis is the study of some of these effects in closed and open economy settings. The first chapter uses a political economy framework to analyze the link between natural resources and conflict, where an inefficient and corrupt natural resource management is skewed to favour certain groups in society to the detriment of others. The second chapter uses this theory to provide empirical evidence for the importance of resource depletion and corruption as determinants of civil conflicts. The third chapter deals with the transboundary effects posed by open-access exploitation and trade with a mobile resource which disperses between two jurisdictions. The fourth chapter focuses on the interaction between open-access resource harvesting and industrial pollution, as it considers the welfare effects of international trade.

Expanding on his previous work on U.S. energy policy, John Clark reviews and analyzes political, institutional, social, and economic factors affecting world energy supplies and use from 1900 to 1980. Although oil now commands the major share of the world trade in energy, Clark also examines trade in coal, natural gas, and atomic energy. He explores not only policies and events in key energy-producing nations but also efforts of less-developed countries and non-energy-producing nations to become producers or to otherwise profit from or control the processing of raw fuels. Clark describes the constantly changing relationships between such leading industrial nations as the United States, Japan, and members of the European Community and such important energy producers as the U.S.S.R., Mexico, Venezuela, and the Persian Gulf states. After World War I, international trade in coal declined and that in oil and natural gas increased. Powerful multinational firms came to dominate the energy industry. As the United States, Japan, and Western Europe became increasingly dependent upon oil imports, producer nations attempted to manipulate resources for political gain. The oil price hikes of the 1970s plagued national economies, forcing some modification of the mix of energy resources and focusing somewhat greater attention on conservation and renewable energy sources. Modern energy systems were fundamental to urbanization, industrialization, and attendant sociopolitical changes throughout this century. Although the industrialized societies have not been entirely successful in controlling nuclear power and other new energy technologies, they have actively promoted their imperfect energy systems to poorer nations who lack technological expertise. Little attention has been devoted by either the capitalist economies or the command economies of the old Soviet bloc to the environmental effects of burning fossil fuels. For these and other reasons, Clark gives the leading capitalist and command economies low marks in energy management.

Book excerpt: This thesis investigates the connection between environmental regulation, technological innovation, and export competitiveness in renewable energy equipment based on a large sample of 225 developed and developing countries from 1990 to 2012. The empirical analysis yields strong supporting evidence for the narrowly strong Porter Hypothesis as well as for the lead market theory. The results suggest that environmental regulation drives innovation and export volumes in solar- and wind-power-related goods. This is particularly the case for well-crafted (i.e. market-based, output-oriented, and clear) instruments such as carbon trading regimes. Moreover, the data show that early adopters of renewable energy support policies benefit most.

Book excerpt: One of the most-studied issues regarding the role of natural resources in development is the so-called “resource curse”: the paradoxical (and contested) situation in which a state with abundant resources has low rates of economic growth per capita, high levels of income inequality, low levels of democracy, high gender inequality, and high levels of domestic and international conflicts surrounding resources. Although the term seems to imply that the curse can apply to all resources, most research by political scientists, as well as by economists and other social scientists, examines the role of oil and hard minerals and omits many resources, including renewable energy resources. We argue that many of the causal mechanisms behind the curse, when it does manifest, hold for water-abundant states which have sufficient resources to create large hydroelectric projects. Drawing on illustrative examples of hydroelectric projects around the world, we demonstrate sufficient, albeit preliminary, evidence that most aspects of the resource curse literature apply to hydroelectric projects, at least in some states, and thus suggest the curse literature should be expanded to include water-abundance. Additionally, we add a new factor -- fluctuating fuel supply -- which could be an important variable for other resources as well. We conclude with suggestions for developing a research agenda and discuss policies to reduce the negative effects of the resource curse.

We derive an appropriate analog of `factor proportions' for the renewable resource case and link it to trade patterns and to the likelihood of diversified production. The resource importer gains from trade. However, a diversified resource exporting country necessarily suffers a decline in steady state utility resulting from trade, and may lose along the entire transition path. Thus the basic `gains from trade' presumption is substantially undermined by open access resources. Tariffs imposed by the resource importing country always benefit the resource exporter, and may be pareto-improving.
