These states are perceived as economically vulnerable, exhibiting poor economic performance, and embedding low levels of achieved well-being on most criteria. SIDS, which occupy very large parts of the world, face idiosyncratic development challenges largely owing to their susceptibility to external shocks. Still, these countries are all too often overlooked in the development research literature. Arising from a UNU-WIDER research project, this book provides in-depth research on the international dimensions of SIDS development experiences. Using a wealth of data, as well as case studies, the main topics examined comprise: aid, policies and growth; the costs of neglect, in terms of losses owing to a country falling into the fragile states group, of that country and those in its region; the composition of trade and the impact of external shocks, and the impact of remittances. The studies jointly provide valuable insights for small islands and other developing countries in the pursuit of sustainable growth and development. This book was published as a special issue of the Journal of Development Studies.

Book excerpt: The 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.

Although the focus is on Okinawa, analytical methods and visions presented in this book will provide food for thought for many similar island societies which have been struggling to achieve toward sustainable development. Since the International Small Island Studies Association (ISISA) held its first meeting on Island of Okinawa, Nissology has been emerging as an important area of scientific investigation. The book is intended to appeal to students, academic researchers, policy makers and industry professionals and practitioners.

Book excerpt: Throughout the South Pacific, notions of ‘culture’ and ‘development’ are very much alive—in political debate, the media, sermons, and endless discussions amongst villagers and the urban élites, even in policy reports. Often the terms are counterposed, and development along with ‘economic rationality’, ‘good governance’ and ‘progress’ is set against culture or ‘custom’, ‘tradition’ and ‘identity’. The decay of custom and impoverishment of culture are often seen as wrought by development, while failures of development are haunted by the notion that they are due, somehow, to the darker, irrational influences of culture. The problem is to resolve the contradictions between them so as to achieve the greater good—access to material goods, welfare and amenities, ‘modern life’—without the sacrifice of the ‘traditional’ values and institutions that provide material security and sustain diverse social identities. Resolution is sought in this book by a number of leading writers from the South Pacific including Langi Kavaliku, Epeli Hau’ofa, Marshall Sahlins, Malama Meleisea, Joeli Veitayaki, and Tarcisius Tara Kabutaulaka. The volume is brought together for UNESCO by Antony Hooper, Professor Emeritus at the University of Auckland. It focuses on the sailors who led the exploration and settlement of the islands and New Zealand and their seagoing descendants, providing along the way new material and unique observations on traditional and commercial seagoing against the background of major periods in Pacific history. The book begins by detailing the traditions of sailors, a group whose way of life sets them apart. Like all others who live and work at sea, Pacific mariners face the challenges of an often harsh environment, endure separation from their families for months at a time, revere their vessels, and share a singular attitude to risk and death. The period of prehistoric seafaring is discussed using archaeological data, interpretations from interisland exchanges, experimental voyaging, and recent DNA analysis. Sections on the arrival of foreign exploring ships centuries later concentrate on relations between visiting sailors and maritime communities. The more intrusive influx of commercial trading and whaling ships brought new technology, weapons, and differences in the ethics of trade. The successes and failures of Polynesian chiefs who entered trading with European-type ships are recounted as neglected aspects of Pacific history. As foreign-owned commercial ships expanded in the region so did colonialism, which was accompanied by an increase in the number of sailors from metropolitan countries and a decrease in the employment of Pacific islanders on foreign ships. Eventually small-scale island entrepreneurs expanded interisland shipping, and in 1978 the regional Pacific Forum Line was created by newly independent states. This was welcomed as a symbolic return to indigenous Pacific ocean linkages. The book’s final sections detail the life of the modern Pacific seafarer. Most Pacific sailors in the global maritime labor market return home after many months at sea, bringing money, goods, a wider perspective of the world, and sometimes new diseases. Each of these impacts is analyzed, particularly in the case of Kiribati, a major supplier of labor to foreign ships.

Book excerpt: This work on economic development strategies and policy options for the Pacific Island economies is a regional overview that examines the growth performance of World Bank Pacific Island member countries (PMCs): Fiji, Kiribati, Solomon Islands, Tonga, Vanuatu and Western Samoa. It develops a framework for achieving higher rates of growth in the 1990s. The six member countries have achieved relatively high living standards in the face of many constraints. There was, however, a significant decline in per capita income. The sluggish growth and poor economic performance stands in sharp contrast to the GNP growth of comparable countries in the Carribean. The PMCs benefitted from high levels of foreign assistance. Massive aid flows enabled them to cover their domestic resource gaps and maintain high investment levels relative to GDP. Most investments in the 1980s concentrated on building physical infrastructure and on human resource development. There has been an inability to stimulate private investment in productive sectors. The PMCs need to develop new sources of growth. To restore sustained growth, there needs to be greater private sector participation in investment and in economic affairs. Efficient use of private investment will hinge on the capacity of entrepreneurs to identify and exploit the profitable niches. Expanding exports and services catering to the world market shows the most promise. The future role of development assistance in these growth processes is examined.
