That experience was inherently dramatic. Southerners lived through the breakup of basic social and economic institutions, including, of course, slavery. Northerners witnessed the reorganization of society to fight the war. And citizens of the border regions grappled with elemental questions of loyalty that reached into the family itself. These original essays--all commissioned from established scholars, based on archival research, and written for a wide readership--recover the stories of civilians from Natchez to New England. They address the experiences of men, women, and children; of whites, slaves, and free blacks; and of civilians from numerous classes. Not least of these stories are the on-the-ground experiences of slaves seeking emancipation and the actions of white Northerners who resisted the draft. Many of the authors present brand new material, such as the war's effect on the sounds of daily life and on reading culture. Others examine the war's premiere events, including the battle of Gettysburg and the Lincoln assassination, from fresh perspectives. But as the nation’s social and economic circumstances underwent dramatic changes over the last half century, military pension policy remained static, stuck in the personnel and retirement model of the industrial age. This book examines why. Integrating policy history, theory, and practice, Twenty Years of Service provides the most comprehensive examination of US military pension policy in a generation. Brandon J. Archuleta sets the stage with an exploration of the rise, evolution, and transformation of the veterans’ policy subsystem from the American Revolution through World War II. Book excerpt: Take Care of the Living assesses the short- and long-term impact of the war on Confederate veteran families of all classes in Pittsylvania County and Danville, Virginia. Using letters, diaries, church minutes, and military and state records, as well as close analysis of the entire 1860 and 1870 Pittsylvania County manuscript population census, McClurken explores the consequences of the war for over three thousand Confederate soldiers and their families. The author reveals an array of strategies employed by those families to come to terms with their postwar reality, including reorganizing and reconstructing the household, turning to local churches for emotional and economic support, pleading with local elites for financial assistance or positions, sending psychologically damaged family members to a state-run asylum, and looking to the state for direct assistance in the form of replacement limbs for amputees, pensions, and even state-supported homes for old soldiers and widows. Although these strategies or institutions for reconstructing the family had their roots in existing practices, the extreme need brought on by the scope and impact of the Civil War required an expansion beyond anything previously seen. McClurken argues that this change serves as a starting point for the study of the evolution of southern welfare.

Unfortunately, as the studies illustrate, any such expectation of progress in the real world is almost routinely thwarted. Despite the wide variety of topics, a common thread binds these essays. Human nature seems to harbor a moral deficiency lying deeper than any written laws and those traditional customs which promote inequality and breed injustice. The fault is prominent in those who champion unjust laws or who willingly enforce discrimination but it is no less active in the silent many who condone the practice. The essays reveal the same persistent and unappealing trait which social groups from the remote past to the present manifest in various ways: blind determination to perpetuate whatever advantages one group believes it enjoys over another, convinced that its own members are more equal than theirs. Being made unequal, the others too easily become targets who are considered less worthy, sometimes even less human.
