Se busca explorar la construcción de este fenómeno como un problema social, analizando la perspectiva de diversos actores ambientalmente relevantes. A su vez, será nuestro interés analizar la intervención del Trabajo Social sobre esta problemática, entendiendo que configura un escenario de desafíos para la profesión. El interés de esta investigación surge a partir de mi participación como integrante del equipo de la Guardia Social Permanente perteneciente a la Secretaría de Desarrollo Humano y Familia, dependiente de la Municipalidad de Comodoro Rivadavia, dado que fue afectado cuando ocurrió el hecho. La inserción al equipo de la guardia me permitió identificar la problemática de la emergencia hídrica en la ciudad. Por esta razón a lo largo de la investigación se buscará analizar los procesos de intervención de los profesionales en Trabajo Social en relación a esta problemática. La posición del Trabajo Social se fundamenta en la defensa de los derechos humanos, el propósito que orienta a la investigación radica en la posibilidad de recuperar las voces y experiencias de los y las trabajadores que formaron parte del equipo de la Guardia Social Permanente. Esta investigación tiene como objetivo analizar los procesos de intervención frente a situaciones de emergencia, desastres o catástrofes, así como la coordinación con diversos actores, destacando el rol de los profesionales en Trabajo Social y el trabajo en colectivo.

Así, aunque el factor económico (empleo, carencia de ingresos, privación de ciertos bienes y servicios básicos) sigue siendo muy relevante al analizar las desigualdades sociales, en la actualidad se incluyen otros muchos condicionantes que limitan o dificultan el sentido de pertenencia de las personas en la sociedad, en dimensiones como la política, la cultura, educación o vivienda, comprometiendo así que puedan ejercer la ciudadanía con pleno derecho. Entender los conceptos vinculados con la vulnerabilidad y la exclusión social desde una perspectiva multidimensional es clave para la formación en Trabajo Social. El análisis de la vulnerabilidad permite determinar el riesgo al que están sometidas las personas, grupos y/o comunidades que pueda desembocar en una situación de exclusión social. Para ello, se propone un amplio abanico de escenarios de vulnerabilidad por medio de 29 autores y autoras de diferentes universidades y áreas de intervención social con dilatada experiencia en las temáticas. La obra viene acompañada de elementos didácticos que facilita la lectura y el aprendizaje, con objeto de transmitir competencias especificas a los y las trabajadoras sociales.
