Yet, its social movements are less known to international audiences. This book analyzes Paraguay’s principal social movements since the transition to democracy and examines how, in the context of a weak state, authoritarian political elite, and a deficient democratization process, they contribute to progressive policy, socio-economic development, and democracy. Using critical perspectives in sociology, anthropology, geography, and political science, we bring together scholars, activists, and practitioners of social critique and community organizing. They reflect on movements involving peasant, indigenous and agrarian rights to land and livelihoods, LGBTQ and feminist struggles, labor union struggles, and student demands for access to quality education and social development, while exploring how the particularisms of Paraguay result in differences from other Latin American movements and how overarching regional tendencies may explain the similarities. This volume is the first English-language book on social movements in Paraguay. As such, it aims to provide a deeper understanding Paraguay’s principal social movements since the transition to democracy. This volume contributes to analyzing how social movements within the context of aweak state, authoritarian political elite, and a deficient democratization process contribute to progressive public policy, socio-economic development, and democracy. In addition, this book focuses on how Paraguayan social movements are similar to or different from their Latin American counterparts, how the particularism of Paraguay explains these variations and how overarching regional tendencies explain the similarities. The contribution of this volume is twofold: to provide new empirical examples in the study of Latin American social movements and their contribution to development and democracy, as well as to validate or challenge social movement theories by employing empirical studies of Paraguayan social movements. Each chapter delves into the background to a specific movement, while closely analyzing the movement in the post-Lugo era (2012-2021). Together the chapters in this book contribute to a better understanding of social movements in Paraguay and Latin America thus dialoguing with the existing literature and social movement theories and considering how such studies can further our understanding of social movements in Paraguay and in Latin America in general. Finally, the study of different social movements within the Paraguayan context takes into consideration the links that each movement has forged with other such movements in Latin America, including the contributions that Paraguayan social movements have made to regional networks.

Más allá del impacto inmediato sobre el nivel de empleo, la crisis está profundizando y acelerando la transformación del empleo, anticipando el futuro. Efecto viral: COVID-19 y la transformación acelerada del empleo en América Latina y el Caribe se enfoca en las tendencias subyacentes que han estado cambiando significativamente el mercado laboral en la región: la desindustrialización prematura, la servicificación de la economía y los cambios en las habilidades requeridas en los empleos a medida que avanza la automatización. Las conclusiones de este informe tienen varias implicancias importantes para la política económica. Algunas de estas implicancias están relacionadas con los desafíos de productividad a los que ya se enfrentaba América Latina y el Caribe después del final de la Década Dorada en 2013. Otras implicancias políticas podrían comenzar a ganar relevancia por la crisis de COVID-19. A medida que los sectores se ven afectados de diferentes maneras y el trabajo a distancia se vuelve más común, los Gobiernos deben responder con medidas que apoyen una transformación fluida de los puestos de trabajo, que sean socialmente aceptables y que contribuyan al crecimiento de la productividad, incluida la inversion en el capital humano de la fuerza de trabajo. La transformación acelerada de los puestos de trabajo exige un nuevo planteamiento de la normativa laboral y las políticas de protección social. Los países de América Latina y el Caribe desarrollaron una arquitectura institucional orientada a los trabajadores asalariados del sector formal, que rápidamente se está volviendo anticuada. El informe, por ende, refiere a una agenda política que se ocupe de la regulación flexible de las formas emergentes de trabajo de manera que incentive el empleo y apoye la formalización, ampliando así la cobertura de la protección social a segmentos más amplios de la población.

Este marco se puede aplicar a la implementación de uno o varios programas y a la implementación de la protección social adaptativa. El libro de referencia se estructura en torno a ocho principios que encuadran el concepto de los sistemas de implementación: 1. No hay un modelo único para los sistemas de implementación, pero existen puntos en común que constituyen el núcleo del marco de los sistemas de implementación. 2. La calidad de la implementación es importante: Las debilidades en alguno de los elementos principales afectarán negativamente a todo el sistema, lo que, a su vez, reducirá el impacto de los programas a los que dan apoyo. 3. Los sistemas de implementación evolucionan a lo largo del tiempo de forma no lineal, y los puntos de partida son fundamentales. 4. Es necesario buscar «la sencillez» y «hacer bien lo sencillo» desde el inicio. 5. La «primera milla» (la interfaz mediante la cual las personas interaccionan directamente con las funciones administrativas) suele ser el eslabón más débil en la cadena de implementación. Reformarlo puede requerir un cambio sistémico, pero mejorará considerablemente la eficacia general y mitigará el riesgo de fallos en la primera instancia. 6. Los programas de protección social no operan en un vacío, por lo que sus sistemas de implementación no deberían desarrollarse de forma aislada. Las sinergias entre distintas instituciones y sistemas de información son posibles y pueden mejorar los resultados de los programas. 7. Los sistemas de implementación de protección social contribuyen a la capacidad del gobierno de ayudar a otros sectores, por ejemplo, las subvenciones para seguros de salud, las becas, las tarifas energéticas sociales, las ayudas para la vivienda y los servicios legales. 8. Los desafíos asociados a la inclusión y a la coordinación son amplios y perennes, y motivan la mejora continua de los sistemas de implementación a través de un planteamiento dinámico, integrado y centrado en las personas.

Book excerpt: Platform work arrangements are often defended as an expression of technological progress with the potential to enable people to work as self-employed individuals, often without any supervision or control. However, by now, it is well-documented that platform work not only shares important features of flexibility and precariousness with other casual work arrangements that are on the rise around the world, but it also entails the risk of excluding a significant portion of workers from the protection of fundamental collective labour rights, including their coverage from collective agreements. In this important and timely book, the author shows how a human rights-based approach (HRBA) towards collective labour rights can bridge this protection gap. Such an approach identifies workers, regardless of their employment status, as rights-holders that are entitled to rights, like the right to collective bargaining, derived from international human rights and labour rights instruments. Fully describing the phenomenon of platform work as well as presenting a detailed global overview of responses related to the challenges stemming from platform work arrangements, the research, inter alia, covers aspects, such as the following: problems, challenges, and questions related to platform work arrangements, and how those are linked to broader labour market trends; platform work’s deeper foundational implications for labour law; legal developments related to the regulation of platform work with an assessment of their limits when it comes to collective labour rights, also recognised as human rights; various ways in which platform workers and other atypical workers have managed to exercise their collective labour rights; and promising indications of closer cooperation between organised labour and workers in non-standard forms of employment. The analysis draws on international human rights and labour rights treaties and conventions, domestic legislation and regulations, rulings from international and national courts, and interpretative and authoritative sources including the relevant legal literature. The book manifests and responds to a genuine need for in-depth research with respect to the protection of the human rights of platform workers with an analytical framework that will ensure their adequate protection.
