Book excerpt: This public health statement tells you about cadmium and the effects of exposure to it. The Environmental Protection Agency (EPA) identifies the most serious hazardous waste sites in the nation. These sites are then placed on the National Priorities List (NPL) and are targeted for long-term federal clean-up activities. Cadmium has been found in at least 1,014 of the 1,669 current or former NPL sites. Although the total number of NPL sites evaluated for this substance is not known, the possibility exists that the number of sites at which cadmium is found may increase in the future as more sites are evaluated. This information is important because these sites may be sources of exposure and exposure to this substance may be harmful. When a substance is released either from a large area, such as an industrial plant, or from a container, such as a drum or bottle, it enters the environment. Such a release does not always lead to exposure. You can be exposed to a substance only when you come in contact with it. You may be exposed by breathing, eating, or drinking the substance, or by skin contact. If you are exposed to cadmium or cadmium compounds, many factors will determine whether you will be harmed. These factors include the dose (how much), the duration (how long), and how you come in contact with it. You must also consider any other chemicals you are exposed to and your age, sex, diet, family traits, lifestyle, and state of health.

The original guidelines were published in the Federal Register on April 17, 1987. Each profile will be revised and republished as necessary. The ATSDR toxicological profile succinctly characterizes the toxicologic and adverse health effects information for the toxic substances each profile describes. Each peer-reviewed profile identifies and reviews the key literature that describes a substance's toxicologic properties. Other pertinent literature is also presented but is described in less detail than the key studies. The profile is not intended to be an exhaustive document; however, more comprehensive sources of specialty information are referenced. The profiles focus on health and toxicologic information; therefore, each toxicological profile begins with a public health statement that describes, in nontechnical language, a substance's relevant toxicological properties. Following the public health statement is information concerning levels of significant human exposure and, where known, significant health effects. A health effects summary describes the adequacy of information to determine a substance's health effects. ATSDR identifies data needs that are significant to protection of public health. Each profile: (A) Examines, summarizes, and interprets available toxicologic information and epidemiologic evaluations on a toxic substance to ascertain the levels of significant human exposure for the substance and the associated acute, subacute, and chronic health effects; (B) Determines whether adequate information on the health effects of each substance is available or being developed to determine levels of exposure that present a significant risk to human health of acute, subacute, and chronic health effects; and (C) Where appropriate, identifies toxicologic testing needed to identify the types or levels of exposure that may present significant risk of adverse health effects in humans.

Upon learning of the tests, many citizens and some public health officials in the affected cities raised concerns about the health consequences of the tests. This book assesses the public health effects of the Army's tests, including the toxicity of ZnCdS, the toxicity of surrogate cadmium compounds, the environmental fate of ZnCdS, the extent of public exposures from the dispersion tests, and the risks of such exposures.
