Book excerpt: The use of toxic chemicals in articles is a growing concern for public health and the environment. International trade results in substances being transported among regions. From toys and household items to electronic equipment and automobiles, toxic substances in articles are an increasingly important factor contributing to the global burden of toxic substances. Toxic substances in articles may pose threats at every stage of the product life cycle - production, use, and disposal or recycling. In this report, we consider a factor that is critical for the sound management of substances in articles: the availability of information. At present, there is no global system for provision of information about substances in a wide range of articles. First, the report describes the problem of toxic substances in articles, with detailed case studies of selected examples and considers the advantages that would result from better information management systems. Second, the report considers existing efforts to generate and disseminate information about substances in articles, both regulatory requirements and voluntary initiatives. Third, the report offers suggestions as to the questions and themes that would need to be considered in order to improve management of information about substances in articles.

Policy has therefore adopted a series of laws and regulations concerning emissions into and concentration levels in different media including food. As policy makers do not only have to consider the protection of the environment but also need to ensure a well-functioning economy at the same time, these limit or target values need to be set in a balanced way. The main problem, however, is to compare the costs for achieving these targets with the benefits to society by having a smaller exposure to hazardous substances (cost-benefit analysis). This book sets out to improve the reliability of cost-benefit analyses particularly of hazardous substances present in air, water, soil and food. It suggests that the human health risk assessment of chemicals is performed in a bottom-up analysis, i.e., following a spatially resolved multimedia modelling approach. In order to support cost-benefit analyses, the approach is accompanied by monetary valuation of human health impacts, yielding so-called external costs. Results for selected priority metals show that these external costs are small compared to those by the classical air pollutants and involve rather long time horizons touching on the aspect of intergenerational equity within sustainable development. When including further hazardous substances, the total external costs attributable to contaminants are expected to be more substantial.

Proponents of e-cigarette use also tout the potential benefits of e-cigarettes as devices that could help combustible tobacco cigarette smokers to quit and thereby reduce tobacco-related health risks. Others are concerned about the exposure to potentially toxic substances contained in e-cigarette emissions, especially in individuals who have never used tobacco products such as youth and young adults. Given their relatively recent introduction, there has been little time for a scientific body of evidence to develop on the health effects of e-cigarettes. Public Health Consequences of E-Cigarettes reviews and critically assesses the state of the emerging evidence about e-cigarettes and health. This report makes recommendations for the improvement of this research and highlights gaps that are a priority for future research.

Mycotoxins have the potential to contribute to a diversity of adverse health effects in humans, including cancer, even at low concentrations. Economic burdens resulting from crop contamination are added to those on health. Given the ubiquitous nature of exposure in many countries, an urgent need exists for a coordinated international response to the problem of mycotoxin contamination of food. This book aims to sensitize the international community to the mycotoxin problem in a format that is accessible to a wide audience and is useful to decision-makers across a broad spectrum of disciplines, including agriculture, public health, marketing, and economics. The editors hope that this book will be a stimulus to governments, nongovernmental and international organizations, and the private sector to initiate measures designed to minimize mycotoxin exposure in high-risk populations.
