The office of township school inspector was abolished and the duties of the township school inspectors have been given to the town ship board of which the supervisor is chairman. During the last decade special schools, such as schools for the deaf, rural high schools, county normal schools, etc have been created, and these are made a subject of the additional chapter designated, Organization of Special Schools, Chapter 4. The numbers in this book refer to sections of the compiled laws by Lewis M. Miller, and wherever recent amendments have been made, since Miller's statutes were compiled, the number and year of such enactments are given. A constructive discussion of this issue, however, requires a sound knowledge of the financial workings of Michigan's elementary and secondary school system. While the Mackinac Center for Public Policy has developed numerous policy recommendations over the years, this primer is exclusively informational.
