Widely praised for the beauty of its townscape and natural environments, it is both a popular destination for tourists and home to one and a half million inhabitants. There has been a sustained, lively debate about how best to develop the city, with a large number of local government officials, citizen activists, urban planners, real-estate developers, architects, builders, proprietors, academic researchers, and ordinary Kyotoites involved in discussions, forming a highly peculiar social arena that has no match elsewhere in Japan. This book, based on extensive fieldwork and interviews, provides an ethnographic study of this particular social field. It analyses how people in Kyoto deal with their most cherished traditions, such as the traditional town houses and the famous Gion matsuri festival, which calls into question several of the standard social scientific assumptions about the functions of cultural heritage for present-day societies. The book looks at the way concerned citizens, government bureaucrats, and other important players interact with each other over contentious modern buildings, often with the best intentions but constrained by set role expectations and by the superior power of national-level regulations and agencies. This book contributes to debates on the social uses of tradition and heritage, and the question of how to create sustainable, liveable urban environments.

Over decades, a growing number of sites and areas were found to be valuable by communities and professionals. Places perceived to have value were often conserved. Places perceived to lack value became subject to modernisation, redevelopment, and renewal. From the 1970s, alongside strengthened activism and legislation, with the innovative Burra Charter (1979), the values-based model emerged for managing the aesthetic, historic, scientific, and social significance of historic environments. Values thus transitioned from an implicit to an overt component of urban, architectural, and planning conservation. The field of conservation became a noted profession and discipline. Conservation also had a broader role in celebrating the Australian nation and in reconciling settler colonialism for the twentieth century. Integrating urban history and heritage studies, this book provides the first longitudinal study of the twentieth-century Australian heritage movement. It advocates for innovative and reflexive modes of heritage practice responsive to urban, social, and environmental imperatives. As the values-based model continues to shape conservation worldwide, this book is an essential reference for researchers, students, and practitioners concerned with the past and future of cities and heritage. The editor argues that the widespread adoption of design review processes in the years preceding the conference necessitated thoroughgoing professional criticism and a number of areas of debate are identified and addressed in the subsequent papers. Are the difficulties experienced by planners, community activists and architects with the process due to its relative youth or inherent flaws in the entire concept? How should mechanical problems like time and expense, the ease with which the process can be manipulated, and general inefficiencies in the system be resolved? Book excerpt: This book explores various ways of identifying and understanding the character of historic townscapes from a systematic and comparative perspective. It outlines several genetic approaches to the study of urban form, grounded in the traditions of geographical analysis but wholly interdisciplinary in their content and implications. It develops a philosophical and methodological basis for the field of urban morphology, stressing the reciprocal relations between town plan, building fabric and land and building utilisation. It views these elements as spatially variable accumulations and selective survivals of forms regulated by shifting patterns of corporate and individual decisions made from one historical period to another - in perpetual tension between resistance and change. Several of the essays in this collection establish and exemplify conceptual principles and axioms of urban morphological development in historic towns, and introduce numerous specific processes by which built forms are created and juxtaposed in urban space. Other essays apply these precepts by interpreting a number of case studies of historic towns in Britain, Germany, Japan, New Zealand and elsewhere. The closing essay offers a unique interpretation of the regional varieties to be found in medieval European urbanism, based on differing traditions of social formation and morphological outcomes.
