Book excerpt: In the context of the end of the Cold War and the spread of globalism, sub-regions are attracting attention as new social units of international society never before observed. In the "second wave" of regionalism that became active in the 1980s, a new regionalism, which differed qualitatively from the old regionalism, expanded globally. This "new regionalism" is characterized by multi-dimensionality, complexity, fluidity, and non-conformity, and within it we cannot overlook the fact that spaces on a new scale, such as sub-regions, are being formed in various parts of the world. The sovereign state system that has continued unbroken since the Westphalia Treaty is being transformed, and within this context, the increase in the number of sub-regions as new social units adds to the sense that we have arrived at a post-Westphalian international order. This book focuses on sub-region as a new social unit of international society. It is based on the findings obtained through meticulous fieldwork and joint studies conducted over the past 10 years by about 20 researchers, primarily from Japanese universities and Chiang Mai University, Thailand. The sub-regions described here are mostly international cross-border spaces or units in the interior of a certain region, which include: multiple states, states and parts of states, or more than two parts of states (often referred to as micro-regions). Such sub-regions have been formed in various parts of the world since the end of the Cold War. However, studies on sub-regions remain unexplored in the existing studies of regionalism. The few studies that do exist mainly focus on the economic aspects of sub-regions. In contrast, this book will specifically examine the sub-regions in Asia (especially the Mekong region and Europe) as main cases from a political science and international relations perspective, aiming to establish a new/alternative international relations by carving out a political angle of sub-region as a new social unit of international society and attempting to shift the paradigm of conventional international relations. To understand the political dimension of a sub-region, this book will mainly focus on three aspects: sub-regions and state strategies, bottom-up dimension of sub-regions, and sub-regions and borders.

Book excerpt: Regional studies are at a vibrant conjuncture. ‘Regions’ continue to provide a conceptual and analytical focus for often overlapping concerns with economic, social, political, cultural and ecological change. In the context of increased interest in inter- and multi-disciplinary approaches, ‘regions’ remain an arena in which synthesis across disciplines – economics, geography, planning, politics and sociology – can take place. Yet recent work has raised fundamental questions about how we think about and research ‘regions’ and regional change, ‘development’, governance and regulation. First, emergent conceptual ideas have introduced new thinking about space, place and scale that interprets ‘regions’ as ‘unbounded’, relational spaces. This work has disturbed notions of ‘regions’ as bounded territories and questioned hierarchical systems of scale through more complex, multi-scalar approaches. Second, research methodology has grown in sophistication and sensitivity but remains somewhat polarised between the binaries of positivist, often quantitative, and more theoretically diverse, typically qualitative, approaches. Last, regional governance, policy and politics are wrestling with the conceptual, methodological and political complexities of new modes and geographies of governance and emergent multi-agent and multi-level institutional architectures. This book brings together important voices in regional studies to contribute to and reflect upon these current issues and debates. While we are at an early stage in beginning to think through what such conceptual, theoretical, methodological, governance, policy and political innovations and developments mean for regional studies, the magnitude and resonance of such issues underpin the vitality of research on the region. Book excerpt: This book is an examination of two conflicting regional planning ideologies and the impact of this conflict on the development of two regional parkways. I hypothesize that regional parkways of the 1920s and 1930s emerged out of these two visions of regional planning - regionalism and metropolitanism. The regional view coalesced around the work of Benton MacKaye, Lewis Mumford, and the Regional Planning Association of America. The metropolitan viewpoint, while less definable, grew out of the market-oriented economic boosterism efforts associated with early twentieth century planning. This view found literal and philosophical support with Thomas Adams and the Regional Plan of New York and Its Environs. In an effort to flesh out the competing theories and the development of the regional parkway, I discuss the history of the Skyline Drive and the proposed Green Mountain Parkway. In addition to supplementing the planning history and theory literature, I try to inform on issues important to the contemporary planning profession. The regional visionaries viewed their regional work as a social reform effort. The metropolitanists wanted to tweak the market so as to provide for a minimized congestion and economic hardship for the greatest number of citizens.
