Book excerpt: In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism. This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth. The document concludes with policy recommendations for advancing towards a renewed model for inclusive and sustainable growth.

Book excerpt: This book reframes the purpose of infrastructure from being an input to economic growth to becoming a major instrument in reducing socio-economic inequalities in both industrialized and developing countries. Drawing on global and national lessons of COVID-19 and extensive working experience in 55 countries, this book reviews infrastructure policies and performance over several decades and suggests that the “underperformance” of infrastructure could be improved by more attention to users and the demand side, and thereby contribute to overcoming many obstacles facing low-income communities around the world. This book argues that growth is not a necessary condition for sustainability or social justice, and that both are undermined by structural inequalities which reduce the income and opportunities of urban households. More focus on user needs can substantially change the distribution of benefits and the quality of living conditions of low-income people. It provides a unique theoretical and on-the-ground critique of conventional infrastructure practices while illustrating to readers the many positive experiences around the world. More infrastructure is not enough; different and better is needed. This book reviews World Bank experience in launching a 30-year program to alleviate urban poverty through some 7,000 projects, showing that many significant policy changes have led to a big improvement in global urban policies adopted by national and local governments, yet have failed to significantly address and reduce intra-urban inequalities. The audience for this book includes academics, both faculty and advanced graduate students, while also a wider public interested in the prospects for international development.

Book excerpt: Since the economic decline in the early 1980s, most countries in Central America and the Caribbean have returned to positive growth rates. The recovery often coincided with or followed extensive neoliberal reforms. The contributors to this book address the crucial question of whether these growth rates are sustainable. Several aspects of sustainability are assessed, in particular macroeconomic, social, and ecological aspects. The book includes both comparative analyses focusing on one of these aspects of sustainability, and country case studies. The conclusion is that these countries have not yet arrived at a sustainable growth path due to, for example, high levels of foreign and domestic debt, worrisome trade gaps, a lack of social integration and irresponsible exploitation of natural resources. In sum, the analysis points to serious weaknesses in the current neoliberal model, the implications of which go far beyond this particular region.

Book excerpt: The twenty-second session of the Conference of the Parties (COP 22), the twelfth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 12), and the first session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 1), were held in Bab Ighli, Marrakech, Morocco, from 7-18 November 2016. The Conference showed how the world is making progress for the implementation of the Paris Agreement, and how the constructive spirit of multilateral cooperation on climate change continues. Governments have set until 2018 to complete the Paris Agreement application standards, in order to ensure trust, cooperation and success in the upcoming years and decades. The agreement adopted at COP21 came into force on November 4, 2016, and, this way, countries have ratified their commitment to struggle to keep the increase in global temperature below 2 degrees centigrade and to achieve an economy free from greenhouse gas (GHG) emissions until the second half of this century. Within this context of challenges and considering the principles, provisions and structures of the United Nations Framework Convention on Climate Change (UNFCCC), the countries have filed documents on their Intended Nationally Determined Contributions (INDC). This analysis and systematization study examines the INDC documents from 32 Latin America and Caribbean (LAC) States.
