I-PRSP will also help to fine tune the preparation and implementation of the SEP and a new 5-year Plan, and provide a foundation for the full PRSP.

The expansion of NTFPs market reflects a growing recognition of the contribution made by many NTFPs to rural economies. However, recent reviews suggest that studies on NTFPs may have been unduly optimistic about the potential contribution NTFPs make to poverty alleviation. Given that NTFPs are highly diverse in terms of their ecological and socioeconomic characteristics, there is a need to define which NTFPs have particular potential for poverty alleviation, and identify the conditions under which their use and sale is likely to make positive contribution to rural development.

However, more focus is given to per capita income, since the relation is always observed between poverty levels and per capita income growth. Furthermore, the sectoral contribution to GDP growth also reviewed, to see where income concentrates did? And what was the effect on poverty situation? Sudan was expected to achieve high rates of growth after independence due to vast and rich agricultural land, considerable livestock component as well as capable human resources. However, that do not realized for greatest part of the last five decades. After, enjoying moderate rates of growth and economic stability till 1975, Sudan began to enter into deep structural problems. Sudan's GDP grew at a trend rate of 2% while the population was growing at around 2% per annum. This has resulted in reducing the real per capita GDP by 11% over the fourteen years period affecting the poverty situation in the whole country. Meanwhile, the causes of rural poverty in Sudan are to be found in the sustained urban bias of the development strategies adopted since independence. This tended to neglect the traditional agricultural sector where the vast majority of population lives and is the main source of rural livelihood. This has resulted in high rural to urban migration unaccompanied by either increased productivity in the sector or sufficient urban development to generate the necessary urban employment opportunities, which led to urban poverty in return.

Book excerpt: Sudan's medium-term national development policy framework is embodied in the Interim Poverty Reduction Strategy Paper (IPRSP). The paper was formulated in 2012 in the context of immense political upheaval due to the separation of the North (now Sudan) and South Sudan in 2011, which resulted in substantial loss (about 75 percent) in oil revenue and Sudan's total revenue. To this end, Sudan launched a Five-Year Development Plan (2012-2016) to serve as a growth-oriented strategy with a primary focus on sustainable development and poverty reduction in the medium term. The IPRSP aims to reduce poverty through rapid, sustainable, and shared economic growth. Developing human resources is one of the four broad pillars of the IPRSP, which recognizes the role of investment in human development to build and enhance the population capabilities through education and better health. The Government of Sudan is now preparing the full PRSP that outlines a medium- to long-term plan for poverty reduction. This aligns with the Sustainable Development Goals (SDGs) and the World Bank Group's twin goals to eliminate extreme poverty (with US1.90 dollars per day as the poverty line) and boost shared prosperity by 2030. The paper proceeds as follows. Section two presents the results of selected education outcomes, linking them with poverty. Section three focuses on the link between health outcomes and poverty in Sudan. Section four provides a summary of the main findings and policy options.

Viewed as a continent of wars, famines and entrenched poverty in the late 1990s, there is now a focus on “Africa rising†? and an “African 21st century.†? Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Whether or not they did, remains unclear given the poor quality of the data, the nature of the growth process (especially the role of natural resources), conflicts that affect part of the region, and high population growth. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. Chapter 2 evaluates the robustness of the estimates of poverty in Africa. It concludes that poverty reduction in Africa may be slightly greater than traditional estimates suggest, although even the most optimistic estimates of poverty reduction imply that more people lived in poverty in 2012 than in 1990. A broad-stroke profile of poverty and trends in poverty in the region is presented. Chapter 3 broadens the view of poverty by considering nonmonetary dimensions of well-being, such as education, health, and freedom, using Sen's (1985) capabilities and functioning approach. While progress has been made in a number of these areas, levels remain stubbornly low. Chapter 4 reviews the evidence on inequality in Africa. It looks not only at patterns of monetary inequality in Africa but also other dimensions, including inequality of opportunity, intergenerational mobility in occupation and education, and extreme wealth in Africa.
