Book excerpt: Towards Sustainable Use of Rangelands in China’s North West is based on the program of the International Conference Implementing GEF Objectives in a Systems Framework held in Lanzhou, Gansu, China in October 2008. This collection reviews the extent of resource debasement in China’s pastoral zones and offers solutions for their sustainable use. The five parts deal with ran- lands, and the people who manage them, and assess prospects for implementation of more sustainable rangeland/livestock production systems. Topics include Livestock husbandry development and agro-pastoral integration in Gansu and Xinjiang; Ecological restoration and control of rangeland degradation. Despite widespread degradation, the articles reveal the approaches that are likely to lead to recovery of these rangelands and better livelihoods for the local herders and farmers. Two chapters are devoted to the achievement of global environmental objectives. Carbon sequestration and biodiversity conservation in mountain grasslands are just a few of the covered subjects. This portion of the book pays special attention to the successful results in Gansu and Xinjiang – major regions of China’s pastoral lands. The final division addresses measures to improve the profitability and susta- ability of herding and farming in the pastoral areas of north-west China There are fifteen chapters on subjects that include: Livestock management, Rangeland management interventions, Agro-pastoral integration, Improved animal husbandry practices as a basis for profitability. Williams, draws on evidence from coastal and inland regions, including desert dunes, wind-blown dust, river and lake sediments, glacial moraines, plant and animal fossils, isotope geochemistry, soils and prehistoric archaeology to better understand the genesis and development of dunes systems in selected northern hemisphere sand dunes from Asia, Africa and the Middle East regions. The collection of research papers and case studies that are presented in this book provide the reader with a wealth of information about the distribution and types of sand dunes and an insight into the complexity of sand dune formation, migration and management. Research in many countries across the northern hemisphere shows that dunes, whether coastal or inland, are under pressure around the world. Much of the pressure comes from human activities, and the anthropogenic disturbance, when coupled with global warming and alterations to the amount, frequency and temporal distribution of precipitation could lead to more serious management challenges in the future. There is much that we still need to find out about the origin, genesis and development of sand dunes so that they can be managed better. The difficult and complex questions being repeatedly raised can be answered only by interdisciplinary endeavours. Geomorphologists, geologists, palaeontologists, climatologists, ecologists, and others, can work together on research projects that better define the origin, evolution and development of dunes, both inland and along the coasts. Many chapters in this book attempt to reconstruct past climatic changes in deserts and their margins at a variety of scales in space and time in the expectation that such information might assist in preparing us for future global warming and drying.

This volume considers the implications of the environmental change-development nexus for water management, river health and hazard awareness. As Biswas and Tortajada (2011) have recently commented, water management in Asia will likely change more in the next twenty years than in the last 2000 years. Critical environmental trends include decreasing flows of water and sediment due to dam construction and increased water extraction, land use change (especially forest removal), encroachment and degradation of floodplain and wetland environments, increased water demand and concerns about water security, urban expansion and associated pollution of rivers and contamination of groundwater reserves. These challenges are being reframed by new approaches to water management which represent a transition from engineering-dominated approaches towards integrated water management, from technology transfer to adaptive technologies. The volume comprises an introduction and five chapters. Brierley and Callum reframe approaches to river repair within emerging theories of in ecology and earth science which regard nature as a complex adaptive system replete with inherent uncertainties. These ideas are mirrored in the four case study chapters which deal with water governance in the Mekong Basin (Hirsch); hybrid adoption of water resource technologies in India (Barbanente et al.); determination of sediment dynamics in Java Rijsdijk); and ecological conservation imperatives in the headwaters of the Yellow, Yangtze and Mekong rivers in western China (Li et al.).

Book excerpt: This book begins with a brief account of the extraordinary sequence of events that led to emergence of grasslands as major vegetation formations that now occupy some of the driest and hottest and the highest and coldest on earth as well as vast steppes and prairies in more temperate climes. It is the story of grasses successfully competing with forests and woodlands, aided and abetted by grazing herbivores and by humans and their use of fire as a tool. It is a story of adaptation to changing climates and the changing biophysical environments. A major focus of the book is the Palaearctic biogeographic realm that extends over some 45 million km2 and thus more than 1/3 of the terrestrial ice-free surface on Earth. It comprises extensive grasslands of different types and origin, which can be subdivided into (1) natural grasslands with (1a) steppes (climatogenic in dry climates), (1b) arctic-alpine grasslands (climatogenic in cold climates) and (1c) azonal and extrazonal grasslands (pedogenic and topogenic) as well as (2) secondary grasslands created and sustained by human activities, such as livestock grazing, mowing or burning. Grasslands of the Palaearctic do not only form a major basis for the agriculture of the region and thus its food supply, but are also crucial for other ecosystem services and host a supra proportional part of the realm’s plant and animal diversity. To reflect that suitability of grasslands for biodiversity strongly depends on their state, we apply the term High Nature Value grassland to those natural grasslands that are not degraded (in good state) and those secondary grasslands that are not intensified (semi-natural). The situation in a variety of countries where grasslands are evolving under the influence of global climate change is also considered. Case studies are presented on Southern Africa, Eastern Africa, India, China, South America, North America and Australia. The concluding chapter examines a set of themes arising from the chapters that make up the bulk of this book. The following provide a focus: recent history of grassland biomes – brief recap of current thinking and recent trends with special reference to dry grasslands in the Palearctic regions; the current status of grasslands and germplasm resources (biodiversity) – an overview; management systems that ensure sustainability; how to recover degraded grasslands; socio-economic issues and considerations in grassland management; the impacts of environmental problems in grasslands such as future climate change and intensification and the problems/prospects facing pastoralists and other grassland-based livestock producers.

Peter Ho argues that understanding China's economy necessitates an analytical refocusing from Form to Function, detached from normative assumptions about institutional appearance and developing instead a 'Credibility Thesis'. In this reading, once institutions endogenously emerge and persist through actors' conflicting interactions, they are credible. Ho develops this idea theoretically, methodologically, and empirically by examining institutions around the sector that propelled, yet, simultaneously destabilizes development: real estate - land, housing and natural resources. Ho shows how this sector can further both our understanding of institutions and issues of capital, labor, infrastructure and technology.

Institutions that fail to respond to shifting socio-economic opportunities are thus forced to make new arrangements. The enigma is posed by developments on the ground. Why would the removal of authoritarian institutions during the Arab Spring or Iraq War not increase market efficiency but rather cause the reverse, while China and India, despite persisting insecure, informal and common institutions, featured sustained growth? This collection posits that understanding these paradoxes requires a refocusing from form to function, detached from normative assumptions about institutional appearance. In so doing, three things are accomplished. First, starting from case studies on land, it is ascertained that the argument can be meaningfully extended to labour, capital and beyond. Second, the argument validates the ‘Credibility Thesis’ – that is, once institutions persist, they fulfil a function. Third, the collection studies ‘development, broadly construed’, by including the modes of production and beyond, the rural and urban, the developed and developing. This is why it reviews property rights from China and India, to Turkey, Mexico and Malaysia, covering issues such as customary rights and privatization, mining and pastoralism, dam-building and irrigation, but also state-owned banks, trade unions and notaries. This book was originally published as a special issue of The Journal of Peasant Studies.

Restoring degraded grasslands and increasing the efficiency of forage utilization are key strategies for addressing sustainable grassland management. To balance carbon sequestration and livestock production objectives, changes in grazing and livestock management are required. This publication summarizes potential technical measures to increase carbon sequestration and reduce the intensity of greenhouse gas emissions from grassland-based animal husbandry. Carbon finance may help provide an incentive for some mitigation activities such as restoring degraded grasslands and increasing the efficiency of forage utilization.

The historical case studies described in the book represent a failure to manage for the extreme climate variability that characterizes north and west China's vast arid rangelands.
