Book The Meaning of a Good Safe Port and Berth in a Modern Shipping World

Download or read book The Meaning of a Good Safe Port and Berth in a Modern Shipping World written by Andrei Kharchanka and published by Andrei Kharchanka. This book was released on 2014 with total page 227 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sailing from one port to another in order to deliver goods is one of the main purposes of any commercial maritime adventure. Although most of the ports in the world have some kind of navigational history and are described in detail on maps, groundings, delays, and other accidents still occur to vessels. With the growing complexity of vessels and the increasing cost of their operation, the amount of damages that the shipowner can suffer by delaying a vessel due to congestion or repairs can be significant. The issue of safe ports and berths naturally stems from the vessel’s operation. This dissertation delineates a meaning of safe ports and berth under English and American law, discusses a standard of culpability of the parties, and sets benchmarks on physical, political, administrative and ecological safety. A standard of liability of the parties responsible for nomination of the port is explained in detail. Under English law, it is a warranty of the charterers that encompasses strict liability for nomination of an unsafe port. American law provides two approaches: one of a warranty given by the charterers; another of a duty of due diligence of the charterers in selecting a port. Physical, political, administrative and environmental conditions of the port are discussed with examples of court’s decisions and arbitration awards. The dissertation concludes with a proposal that the due diligence approach will best reflect the modern realities of the shipping world.

Book excerpt: Because the safety and economic security of the United States depend in substantial part on the security of its 361 seaports, the United States has a vital national interest in maritime security. The Security and Accountability for Every Port Act (SAFE Port Act), modified existing legislation and created and codified new programs related to maritime security. The Department of Homeland Security (DHS) and its U.S. Coast Guard, Transportation Security Agency, and U.S. Customs and Border Protection have key maritime security responsibilities. This testimony synthesizes the results of GAO's completed work and preliminary observations from GAO's ongoing work related to the SAFE Port Act pertaining to (1) overall port security, (2) security at individual facilities, and (3) cargo container security. To perform this work GAO visited domestic and overseas ports; reviewed agency program documents, port security plans, and post-exercise reports; and interviewed officials from the federal, state, local, private, and international sectors.

Book Protecting Our Ports

Download or read book Protecting Our Ports written by Suzette R. Grillot and published by Routledge. This book was released on 2016-04-08 with total page 198 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the terrorist attacks of September 11, 2001, there has been much discussion of the security of borders and ports of entry in the United States and around the world. Ports of entry, particularly sea ports, are viewed as one of the most defenceless targets for a terrorist attack. In response to this perceived vulnerability, a number of port security initiatives have been implemented both on both a domestic and international level. This timely project investigates a number of issues surrounding the container security issue. It examines the scope of containerized freight security, analyzes cooperation between agents in the United States and abroad, explores the politics of port security, and provides an assessment of 17 of the world's sea ports. The work sheds light on the container security threat and the domestic and international responses that have emerged, as well as those steps that still must be taken.

Available in PDF, EPUB and Kindle. Book excerpt: Sea and freshwater ports are a key component of critical infrastructure and essential for maintaining global and domestic economies. In order to effectively secure a dynamic port facility operation, one must understand the business of maritime commerce. Following in the tradition of its bestselling predecessor, Port Security Management, Second Edition continues to supply readers with this understanding. This fully updated edition covers the latest in continuously changing legislation regarding federal mandates, securing vessels, cargo security, and granting employee credentials. Focusing on best practices, it details real-world solutions that law enforcement authorities and security management professionals can put to use immediately. Assuming little prior knowledge of the industry, the book examines port security in the context of global transportation systems. It supplies practitioners and educators with a framework for managing port security and details risk assessment and physical security best practices for securing ships and ports. The book explains how the various stakeholders, including port management, security, government, and private industry, can collaborate to develop safe and secure best practices while maintaining efficient operations. Addressing the legislative measures, regulatory issues, and logistical aspects of port security, the book includes coverage of cruise ships, cargo security, CT-PAT, and emergency operations. Complete with a new chapter on intelligence, this book is ideal for anyone with a vested interest in secure and prosperous port facilities who wants to truly understand how to best tackle the management of port security.

Book Port and Maritime Security

Download or read book Port and Maritime Security written by John F. Frittelli and published by Nova Publishers. This book was released on 2003 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: The terrorist attacks of September 11, 2001 heightened awareness about the vulnerability to terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on U.S. homeland security. The U.S. maritime system consists of more than 300 sea and river ports with more than 3,700 cargo and passenger terminals. However, a large fraction of maritime cargo is concentrated at a few major ports. Most ships calling at U.S. ports are foreign owned with foreign crews. Container ships have been the focus of much of the attention on seaport security because they are particularly vulnerable to terrorist infiltration. More than 6 million marine containers enter U.S. ports each year. While the Customs Service analyses cargo information to target specific shipments for closer inspection, it physically inspects only about 2 per cent of the containers. This new book examines the security legislation, which can have significant implications for public safety, the war on terrorism, the U.S. and global economy and federal, state and local homeland security responsibilities. Book Safety and Health in Ports

Download or read book Safety and Health in Ports written by International Labour Office and published by International Labour Organization. This book was released on 2005 with total page 532 pages. Available in PDF, EPUB and Kindle. Book excerpt: Port work is still considered an occupation with very high accident rates. This essential code of practice, intended to replace both the second edition of the ILO Code of Practice on Safety and Health in Dock Work (1977) and the ILO Guide to Safety and Health in Dock Work (1976), provides valuable advice and assistance to all those charged with the management, operation, maintenance and development of ports and their safety. Offering many detailed technical illustrations and examples of good practice, the provisions of this code cover all aspects of port work where goods or passengers are loaded or unloaded to or from ships. It is not limited to international trade but applies equally to domestic operations, including those on inland waterways. New topics are: traffic and vehicular movements of all types; activities on shore and on ship; amended levels of lighting provision; personal protective equipment; ergonomics; provisions for disabled persons; and the specific handling of certain cargoes, for example logs, scrap metal and dangerous goods.
