This concept is based on the strategizing methodology developed by Vladimir L. Kvint. The concept takes into account contemporary global, national, and regional development trends in workforce, employment, and labor market issues, including the active influence of information and communication technologies and the appearance of numerous novel forms of employment. The Russian Far East is a region of geostrategic importance for the whole world, rich in minerals that can be extracted provided that the region has the necessary—and correctly applied—workforce. This volume shows the uniqueness of the region’s workforce and factors that impact workforce development. The author identifies strategic factors influencing workforce development, namely, migration, education system, income sources, and business climate. The monograph identifies, with allowance made for global trends, the main components of workforce development strategy for the Far East: mission, vision, strategic advantages, and priorities. The measures proposed are evaluated in terms of public and economic efficiency. The conclusions and proposals in this work are built on the analysis of this wide range of analytical data. Book excerpt: The purpose of the monography is to elaborate the concept of the development of inter-regional investment cooperation by identifying the trends and features of its impact on the economic growth potential of the macro-region. The monography consists of the introduction, three chapters, conclusion and applications, as well as a list of references. The first chapter substantiates theoretical approaches to the essence, conditions and factors of regional development and the content of interregional investment cooperation in the current socio-economic conditions, analyzes the features of institutional design and the mechanisms for regulating regional cooperation for economic growth and development purposes, taking into account the Russian and foreign experience on the example of the European Union. The second chapter, basing on the economic analysis, identifies the trends in the development of the regions of the Central Federal District of the Russian Federation in terms of emerging macro-regions. A model has been proposed to assess the extent of the region’s economy’s involvement in inter-regional relations, which would allow to determine the dependence of variables such as interregional exchange, investment and gross regional product. Using mathematical modeling tools, the impact of these factors on the growth of the gross regional product of the Central Federal District of Russia, as well as its two regions — Moscow and Belgorod region — was evaluated. The third chapter identifies the prospects for the development of inter-regional investment cooperation in the Central Black Earth macro-region of the Central Federal District of the Russian Federation. The concept of developing inter-regional investment cooperation in the macro-region within the framework of the creation of a network of territories ahead of socio-economic development (PSEDA) has been developed. The mechanism of inter-regional investment cooperation in the framework of the creation and development of the territories ahead of socio-economic development (PSEDA) has been adapted in order to form the points of economic growth in the macro-region. The main text of the monography is laid out on 234 pages and is illustrated with 21 drawings and 40 tables. The monography contains 4 applications. The references list includes 144 units.

Russia's constitutional framework is weak and inherently flawed, and the balance of political and economic power between the centre and the regions is ill-defined. In the absence of a firm constitutional settlement, regional elites have consolidated power, restricting the growth of local democracy and frustrating attempts at graass-roots economic reform. This book argues that establishing an effective and regulated relationship between the centre and the regions requires greater decentralisation, but devolution need not threaten Russia's integrity if it is transparent and based on a greater respect for the rule of law.

The problem of increase of investment activity and the role of public and private investments in regional development is studied on the example of one of the northern regions of the Far East of Russia - the Magadan Oblast. On the basis of investment projects of Magadan Oblast the investment capacity of the region is estimated and the contribution of these projects to social and economic development - in growth of a gross regional product and population is defined. The assessment of change of investment activity in Magadan Oblast depending on the scale of the investment project has been done. The measures of regional investment policy promoting realization of investment potential are offered. The calculations confirming their efficiency for the investor and the state are undertaken.

Book excerpt: "Regional economic development is an interest of policymakers throughout the Europe and Central Asia (ECA) region. One of its principal aims is to reduce poverty in lagging regions by stimulating local economic growth. However, problems exist with this approach. First, it may miss the target. Although geographical concentrations of poverty exist, poor people also live in regions that are - on average - rich. Second, the sources of the problem may be misdiagnosed. Poverty is not only related to where people are, but to who people are. In ECA, poverty is associated with low levels of education and people who are too young or too old to participate in the labor force. Under these circumstances, efforts to bring higher wage employment opportunities to poor regions may have little immediate benefit for the people who live there. Third, relying on regional economic development to address poverty in lagging regions ignores the potential role of migration. The emigration of labor, rather than the immigration of capital, may be a more effective means of reducing the poverty of individuals in lagging regions, though this is unlikely to eliminate pockets of poverty quickly. Development opportunities may exist in poor regions that markets have overlooked. Interventions must be assessed carefully. Some of the traditional instruments used to stimulate regional economic growth have mixed track records. Comprehensive, custom-tailored approaches appear to be a promising alternative. However, governments should be modest in using regional development as a tool of poverty reduction. Policies aimed at stimulating growth in poor regions should be complemented by more direct anti-poverty measures, including targeted transfers and investments in education, and efforts to remove barriers to emigration."--World Bank website.

However, after the beginning of the market reforms many state-sponsored programs were disbanded and individual enterprises and newly emerging private educational institutions found themselves in a position of having to provide training and professional development services for future and current employees. Both government-level policies in support of HRD and enterprise-level HRD systems have emerged fairly recently in the Russian Federation, and are still in a stage of change and development. This book provides an in-depth analysis of the current state of HRD in the Russian Federation. It covers country-level policies, organizational-level programs and strategies, and individual-level educational and training efforts. While the study is focused on Russia, its conclusions will be of value to scholars, students, and practitioners examining similar issues surrounding the emergence and development of HRD systems in emerging countries. Furthermore, the authors’ framework for analyzing HRD on multiple levels and across various parts of the adult and vocational education and development systems offers a unique and important contribution to the theoretical debate on comparative educational systems outside the HRD and HRM communities.
