Book excerpt: Unmanned aircraft systems (UASs) have become increasingly prevalent in and important to U.S. military operations. Initially serving only as reconnaissance or intelligence platforms, they now carry out such other missions as attacking enemy forces. The swift expansion in their numbers and in the demand for their employment has, however, significantly increased demands on logistics and training systems. The challenge is not simply training system operators but also training operational forces and their commanders to integrate the systems into combat operations. Much of that aspect of training has thus far happened as units employ the systems in actual operations - essentially, on-the-job training. UAS training, particularly for the employment of UASs, now needs to be integrated more formally and cost-effectively into service and joint training programs. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training. Interoperability among services is another issue, because services have thus far mainly developed training suitable for their own needs. But the services have established a set of multiservice tactics, techniques, and procedures for UASs, which should facilitate interoperability training. At present, units are not always ready for joint training, so the focus should be on improving training at the unit level in the employment of UAS capabilities, with the overall guiding principle being to "train as we fight."

Book excerpt: "The fielding of automated flight controls and weapons systems in fighter aircraft from 1950 to 1980 challenged the significance ascribed to several of the pilots' historical skillsets, such as superb hand-eye coordination--required for aggressive stick-and-rudder maneuvering--and perfect eyesight and crack marksmanship--required for long-range visual detection and destruction of the enemy. Highly automated systems would, proponents argued, simplify the pilot's tasks while increasing his lethality in the air, thereby opening fighter aviation to broader segments of the population. However, these new systems often required new, unique skills, which the pilots struggled to identify and develop. Moreover, the challenges that accompanied these technologies were not restricted to individual fighter cockpits, but rather extended across the pilots' tactical formations, altering the social norms that had governed the fighter pilot profession since its establishment. In the end, the skills that made a fighter pilot great in 1980 bore little resemblance to those of even thirty years prior, despite the precepts embedded within the "myth of the fighter pilot." As such, this history illuminates the rich interaction between human and machine that often accompanies automation in the workplace. It is broadly applicable to other enterprises confronting increased automation, from remotely piloted aviation to Google cars. As the inventory of RPAs increases and new sensor technologies come online in the coming years, the Air Force has an opportunity to consider additional roles for these aircraft. Thoughtful study into these possibilities will ensure that, when the Air Force employs RPAs, they will help fill capability gaps or augment existing capabilities in moreefficient or more-effective ways. The purpose of this documented briefing is to describe a suite of tools developed by RAND Project AIR FORCE (PAF) to help the Air Force think through future roles for RPAs. It describes tools to evaluate platform selection and concept of operations (CONOPS) development, sensor performance against various targets, weapon effects, environmental factors, platform survivability, computational processing of data, and exploitation of sensor products. This document also explains how the separate analysis in each of these areas feeds into a mission level analysis, performed with PAF's Systems and CONOPS Operational Effectiveness Model (SCOPEM), and a campaign-level analysis using PAF's Force Structure Effectiveness (FSE) model. Use of these tools and models will help clarify how future RPAs can contribute to U.S. warfighting in cost-effective ways. The tools presented here are also useful for examining the effectiveness of new capabilities more broadly (e.g., directed energy weapons or electronic warfare capabilities); examining the effectiveness of new platforms in the context of the entire intelligence, surveillance, and reconnaissance (ISR) force posture; and evaluating the most cost-effective ISR force structure to meet future operational needs.
