Book excerpt: This study investigated the extent to which professional development provided by the Abu Dhabi Education Council (ADEC) helped principals in Al Ain government schools to lead the new five components of change in their schools. The study was guided by three research questions and used the mixed research method. Data were collected through a questionnaire, individual interviews, and focus group interviews. The questionnaire was divided into four sections. The first section included demographic information of participants. The second section included eleven statements addressing the school principals' perceptions towards professional development programs conducted by ADEC. The third section was comprised of twenty-two statements that assessed the effectiveness of professional development programs on the principals' leadership skills and practices in reference to the new five components of leadership in ADEC schools. The effectiveness of the PDs was also assessed by the school teachers as they answered the questionnaire giving their opinions about how the PDs helped principals in leading schools. The last section of the questionnaire included three open-ended questions which were used with the interviews data to help interpret the results of the research questions. The questionnaire was distributed to principals and teachers in 110 schools in AI Ain from all cycles (K-12). It was completed by 62 principals and 702 teachers. The means, cumulative means, and standard deviations were used to assess the effectiveness of ADEC's professional development programs. The cumulative means, T -test, ANOV A, and multiple comparisons were used to answer the second question of whether the perceptions towards professional development programs differed according to position (principals and teachers), gender, and experience within each group. The third question was answered by analyzing answers to the open-ended questions and interviews. The results of the study showed that professional development programs provided by ADEC to principals in AI Ain government schools were effective in the five areas. In addition, the study found that the perceptions towards the effectiveness of ADEC's PD programs differed according to position, gender, and experience. Teachers rated the effectiveness more than principals. Male teachers also rated the programs as more effective than female teachers did. Finally, school principals and teachers agreed that the programs could be improved further by designing individual professional development plans for each school principal. The study concluded that involving school teachers and principals will increase the effectiveness of the PD programs.

Book excerpt: The issue of quality has gained attention in recent years and has placed the education system under ongoing reform. This has urged educational institutions to improve the quality of education delivered. Based on the relevant literature, this study identified the main features of Total Quality Management (TQM) as well as the features of an effective learning environment. TQM philosophy and its implementation in education provide the theoretical background for this work. The purpose of this paper was to investigate TQM practices and to examine its impact on the learning environment in secondary schools in Abu Dhabi Emirate, in UAE. This paper focuses on the links between (TQM) and the effectiveness of the learning environment. In addition, this paper provides a description of total quality in education. Furthermore, the literature shows how it can be successfully implemented through the leadership of schools. This is a mixed method study using a cluster sample survey to collect data from both academic and administrative staff in (34) schools in three educational zones Abu Dhabi, Al Ain and Western Region. The instrument relied on a Likert-scaled questionnaire which included the main elements of effective learning environments as well as all the key components of TQM theory. The data analysis involved descriptive statistics, T-tests while the relationship between TQM and the learning environment were examined through analysis of variance (ANOVA). Ln addition, open-ended question responses were categorized in common themes then they were computed to find out the percentage and the frequency. The participants' responses identified elements necessary for an effective learning environment. The findings indicated a significant application of TQM in Abu Dhabi Emirate with comparative differences in the three educational zones. Furthermore, the data revealed the learning environment is effective, along with the key features that determine this. Consequently this research established a correlation between the two variables, TQM and an effective learning environment.

The past 10 years has seen the non-oil sector expand strongly on the back of business-friendly government policies, as a result of which non-oil sector growth now outpaces that of the oil sector. Outside of hydrocarbons, construction and manufacturing represent the biggest GDP contributors in the emirate, with the construction sector poised to enter a period of renewed expansion and manufacturing identified as a key area for future growth, leveraging the emirate’s natural resources, growing downstream capabilities and strategic location. Elsewhere Abu Dhabi’s financial sector continues to assert itself and the expected 2015 launch of Abu Dhabi Global Market, the UAE’s second financial free zone, is expected to boost activity in the sector. Meanwhile visitor numbers to Abu Dhabi continue to rise, with around 3.5m arrivals in 2014, up 25% on the previous year. This growth is expected to continue as major infrastructure upgrades continue apace. These include the expansion of Abu Dhabi International Airport and the development of the 1200-km wide Etihad rail project.
