To address the lack of information and guide the development of policies and programs on HRH, Toward Interventions in Human Resources for Health in Ghana: Evidence for Health Workforce Planning and Results aims to paint a comprehensive picture of HRH, consolidating new and existing evidence on the stock, distribution, and performance of h ealth workers to focus on the what, as in What is the situation on HRH? and the how, as in How is this situation explained? The book highlights new evidence on some of the underlying determinants affecting the stock, distribution, and performance of health workers in Ghana, including health worker production and attrition, capacity to manage HRH, the capacity of health training institutions, and health worker compensation. Policy options on HRH are also discussed, as is the fi scal and political environment needed to develop and implement such interventions. The data and findings presented in this book are the result of extended and close collaboration between the Ghana Technical Working Group on HRH (led by the Ministry of Health) and the World Bank's Africa Region Technical Team on HRH. The information in this book will provide a better basis for Ghanaian decision makers and external partners to have a dialogue on HRH and related policies. More broadly, Toward Interventions in Human Resources for Health in Ghana: Evidence for Health Workforce Planning and Results will be of interest to all those working to improve human resources for health in Africa and beyond.

Sub-Saharan Africa, however, has the lowest number of health workers in the world-significantly fewer than in South Asia, which is at a comparable level of economic development. The Labor Market for Health Workers in Africa uses the analytical tools of labor markets to examine the human resource crisis in health from an economic perspective. Africa's labor markets are complex, with resources coming from governments, donors, the private sector, and households. Low numbers of health workers and poor understanding of labor market dynamics are major impediments to improving health service delivery. Yet some countries in the region have developed innovative solutions with new approaches to creating a robust health workforce that can respond to the continent's health challenges. As Africa grows economically, the invaluable lessons in this book can help build tomorrow's African health systems.

Yet there is relatively little empirical research on programs and health interventions for young people, particularly in developing countries. The present study contributes to filling this knowledge gap. Specifically, this dissertation comparatively examines Ghana's prior Adolescent Health and Development Programme (ADHD), and a more recent health initiative - the Ghana Adolescent Reproductive Health Programme (GHARH). Situating the study within the broader context of new global paradigms - that is, the Sustainable Development Goals (SDGs), the Global Strategy, and the Global Accelerated Action for the Health of Adolescents (AA-HA!) - this research examines the impact of policy framing on citizenship and development outcomes for young people. In light of the research objectives, this dissertation contributes broadly to the literature on health, citizenship, youth studies, globalization, and development studies. The study employs a qualitative case study method, which involves extensive document analysis, elite interviews, and focus group discussions. The study involved sixty participants, and was conducted over a period of six months in Ghana in 2017. Overall, three key findings emerge from the study. First, policy frames might or might not hold any potential for inclusive citizenship and change in health outcomes; contextual and institutional factors must be taken into careful account. Importantly, the analysis highlights how initiatives for young people's health are shaped by the complex and dynamic interaction of the micro and macro political environment. In line with this understanding, the study establishes five key factors that shape adolescent and youth health outcomes: policy frames, political structure, economic framework, cultural discourse, and policy framework. Second, adolescent health programming must be understood within the broader context of participatory governance. As the analysis suggests, engaging young people in program interventions could potentially foster better policy outcomes. Third, health, as a social right of citizenship, is not a policy domain of state monopoly. Through collective action strategies, young people can reconfigure state-society relationship in ways that position them to better make claims on the state regarding their citizenship entitlements. As such, the substance of citizenship will likely be a function of both contestation and state-activated access.

The CHPS program is designed for delivering Primary Health Care services to under-served population who mostly reside in economically poor and hard to reach locations. Over the years studies looking at various aspects of the operation of the policy have found that community members and other stakeholders lack proper understanding of the program. This study analyzed qualitative data collected in two districts in Northern and Volta Regions of Ghana to assess health workers and community members' perspectives on the role of communication in the implementation of the CHPS policy. The study utilized Airhihenbuwa (1989) PEN-3 cultural model as the framework to evaluate the cultural relevancy of communicating and delivering the program. The study found that CHPS is framed around the relationship and expectations domain of the PEN-3 model and that communication plays a significant role in CHPS implementation as core activities for initiating decisions, planning and delivery of health services involve communication processes including community engagement and participation and dissemination of best practices. The study makes key contribution to the PEN-3 cultural model for evaluating community based health interventions. For advancing policy and program development it recommends the strengthening of communication processes in CHPS scale up for sustainability and effective implementation of the policy.

Its overall objective being to improve health sector results in concerned countries, it aims at building country capacities (and strengthening country processes) for the development, negotiation, implementation, monitoring and evaluation of robust and comprehensive NHPSPs with a view on promoting UHC; health in all policies; and people-centered primary care -as indeed, investments in quality primary health care (PHC) will be the cornerstone for achieving UHC around the world. The purpose of this publication is to document accomplishments of the UHC-P in 2022 for the 125 partner countries. The annual UHC-P report serves as a single report to all nine donors supporting the Partnership. It will provide a synthesis of activities and results achieved in all the participating countries; present a range of country examples related to the major areas of work; and also elaborate on how the UHC-P achieved sustainable buy-in of partners and stakeholders at the country level in the different countries concerned.
