Book Defense Manpower Policy

Download or read book Defense Manpower Policy written by Richard V. L. Cooper and published by RAND Corporation. This book was released on 1979 with total page 392 pages. Available in PDF, EPUB and Kindle. Book excerpt: Selected presentations from the 1976 Rand Conference on Defense Manpower, a DOD-wide effort to bring together researchers and policymakers to discuss important defense manpower policy problems. The nineteen papers reproduced in this volume cover four broad policy areas: (1) the demand for manpower, including both numbers and types of personnel needed and how these requirements are affected by various factors; (2) military manpower procurement in a volunteer environment; (3) other aspects of the military manpower management problem, including training, promotion, and compensation; and (4) economic and social effects associated with defense manpower. One of the primary purposes of the conference was to exchange information and ideas and to begin to establish research priorities. These papers, which highlight problem areas and suggest potential solutions, offer a useful first step in structuring the overall defense manpower policy problem.

Book Attitudes Aptitudes and Aspirations of American Youth

Download or read book Attitudes Aptitudes and Aspirations of American Youth written by National Research Council and published by National Academies Press. This book was released on 2003-02-01 with total page 343 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recruiting an all-volunteer military is a formidable task. To successfully enlist one eligible recruit, the Army must contact approximately 120 young people. The National Research Council explores the various factors that will determine whether the military can realistically expect to recruit an adequate fighting force-one that will meet its upcoming needs. It also assesses the military's expected manpower needs and projects the numbers of youth who are likely to be available over the next 20 years to meet these needs. With clearly written text and useful graphics, Attitudes, Aptitudes, and Aspirations of American Youth offers an overview of important issues for military recruiters, touching on a number of important topics including: sex and race, education and aptitude, physical and moral attributes, and military life and working conditions. In addition, the book looks at how a potential recruit would approach the decision to enlist, considering personal, family, and social values, and the options for other employment or college. Building on the need to increase young Americans' "propensity to enlist," this book offers useful recommendations for increasing educational opportunities while in the service and for developing advertising strategies that include concepts of patriotism and duty to country. Of primary value to military policymakers, recruitment officers, and analysts, Attitudes, Aptitudes, and Aspirations of American Youth will also interest social scientists and policy makers interested in youth trends.

Book Optimization Models and System Dynamics Simulations to Improve Military Manpower Systems

Download or read book Optimization Models and System Dynamics Simulations to Improve Military Manpower Systems written by Patrick McNally Downes and published by . This book was released on 2015 with total page 408 pages. Available in PDF, EPUB and Kindle. Book excerpt: Manpower policy decisions are an extension of traditional operations management problems. Manpower policies strive to place the appropriate and accurate numbers of the correct types of people in the right jobs at the necessary time. Managers create inventory by hiring new workers, either in entry level or more senior positions. Over time, managers promote workers to satisfy demand for more advanced positions. Managers face the challenge of determining the number of people to hire into entry level positions, the number of people already in the work force to promote to more senior level positions, and in some open systems when and how many experienced employees to hire into these senior positions. This dissertation studies and develops three different methods and approaches to provide improved decision support to a healthcare organization's manpower system. Our research goal is to design models of the organization's manpower system to improve human resource operations. The healthcare system of interest is the United States Army's Medical Department (AMEDD). The research will be arranged in three sections. We explore current practices and build improved optimization manpower system models. We use multi objective decision analysis techniques to enhance the optimization models. Lastly, we construct a system dynamics simulation model of the manpower system to address the limitations in the optimization models. There are three main contributions of this dissertation to the operations management literature. First, the development of improved manpower optimization models can be extended to other manpower systems. Second, we develop a technique to assess the manpower system value based on a series of value scoring transformation functions and weighting the over two hundred sub objectives in the optimization manpower system's objective function. This application of multiple objective decision analysis makes it possible to compare different manpower systems. The system dynamics simulation of a military manpower system is new to the operations management literature as is how we use the system dynamics simulation to update optimization model parameters to construct a more realistic manpower system model.
