This report was created in a joint effort between VDI/VDE Innovation + Technik GmbH (Germany), Wuppertal Institute for Climate, Environment and Energy (Germany) and the Centre of Research and Technology Hellas, CERTH (Greece) on behalf of the European Commission's DG MOVE. Focus of the report is the international assessment of six different countries - Brazil, China, India, Japan, South Korea, USA - in five focus areas across all transportation modes. It provides actions plans on how to overcome existing European barriers towards a single and innovative European Transport System based on best practices and lessons learned in the countries under study. In addition to the actions plans, the study also provides recommendations for international collaboration.

Book excerpt: Europe faces the challenge of meeting growing demand for transport with shrinking public financial resources, while reducing environmental impacts, cutting greenhouse gas emissions, reducing dependency on imported hydrocarbons and lowering accident rates. The European Commission’s transport strategy responds to these challenges. It recognises that innovation is vital in achieving these aims but notes that the adoption of innovative solutions is hampered by barriers due, in part, to the fragmented nature of Europe’s transport system. This report presents the final results of a study to examine these barriers and to propose actions to overcome them. The report examines five Focus Areas: connected driving and automation of transport, and the use of automated optimisation of traffic flows; transformation of infrastructure to address connectivity, resilience, new fuels and energy efficiency; smart mobility services (including provision and use of data, and urban mobility), freight and logistics; standardisation and interoperability; and alternative fuels other than electrification. Although technology development in the five Focus Areas continues, the report finds that the main barriers relate to the implementation and exploitation of existing innovations. The proposed actions address European-level policy; incentive schemes; standardisation; transnational collaboration; the use of data; funding for research, development and innovation; and capacity building.

Book excerpt: Four years after the Commission adopted its Transport White Paper, a CEPS Task Force was formed to review European transport policy and to identify the remaining challenges in this arena. The CEPS Task Force is now publishing its findings, against the background of a forthcoming mid-term review by the Commission of EU progress towards a single market for transport. It finds that while progress has been made towards a coherent, EU-wide road transport policy, less has been achieved for rail, air and sea in recent years. The CEPS transport group also sees future transport demand set to grow more strongly than anticipated due to internal market reforms and globalisation. If this development materialises, rather than favouring rail, the report argues that all transport modes and technological options must be allowed to play their appropriate part in meeting Europe"s escalating transport needs.

Providing the innovations required to cope with these challenges is not a simple matter. Towards Innovative Transport Systems structures and compiles theoretical foundations from evolutionary economics, the sociology of technology and innovation research in a way that provides a broad understanding of innovation processes without demanding prior knowledge. Using the Concept of Transport System Evolution (CTSE), it explains in depth the economics of innovation in the transport sector, thus contextualising processes, drivers and obstacles at work in current practice; among such processes are the changeover to electric mobility, the realization of autonomous cars, the revival of railway by innovations and dealing with disruptive innovations in transport. The CTSE is an approach to making concrete the multi-level perspective for the transport sector introduced by Frank Geels. On the basis of the CTSE, the author proposes principles for a novel innovation policy in transport that can serve the reader as a guide when making strategic decisions. .
