Book excerpt: This book is a study of the increasing territorial variations in the development of sub-national welfare systems that have occurred as an effect of the decentralization of health care and social assistance policies in Italy, Spain and Great Britain. The author examines the political factors that underlie these variations by combining cross-regional and cross-country comparisons using mixed methods. Vampa’s main finding is that regionalist parties have played a key role in sub-national welfare building and have used social policy to strengthen their legitimacy in the political struggle against central authorities. In this context, functional political competition between Left and Right has been partly replaced by territorial competition between Centre and Periphery as the main determinant of social policy making. Additionally, mainstream left-wing parties have been torn between maintaining territorial uniformity in social protection and responding to demands for more extensive social services tailored to the needs and preferences of specific regional communities. This book will be of use to academics and policy makers interested in political economy, devolution/decentralisation, welfare, and party politics.

The most widely published texts up until now have been written by Mexican authors, and we have less insight into how these processes have been viewed from Central America. With that in mind, we brought together a group of specialists, each highly renowned in their own country, some of them academics and others whose accounts are worth hearing because of their participation in social and political movements that are closely bound up in this issue. The following questions guided the drafting of this book: How have Central Americans viewed Mexican policies toward their countries? Book excerpt: The Chinese Communist Party points to the Hui—China’s largest Muslim ethnic group—as a model ethnic minority and touts its harmonious relations with the group as an example of the party’s great success in ethnic politics. The Hui number over ten million, but they lack a common homeland or a distinct language, and have long been partitioned by sect, class, region, and language. Despite these divisions, they still express a common ethnic identity. Why doesn’t conflict plague relationships between the Hui and the state? And how do they navigate their ethnicity in a political climate that is increasingly hostile to Muslims? Pure and True draws on interviews with ordinary urban Hui—cooks, entrepreneurs, imams, students, and retirees—to explore the conduct of ethnic politics within Hui communities in the cities of Jinan, Beijing, Xining, and Yinchuan and between Hui and the Chinese party-state. By examining the ways in which Hui maintain ethnic identity through daily practices, it illuminates China’s management of relations with its religious and ethnic minority communities. It finds that amid state-sponsored urbanization projects and in-country migration, the boundaries of Hui identity are contested primarily among groups of Hui rather than between Hui and the state. As a result, understandings of which daily habits should be considered “proper” or “correct” forms of Hui identity diverge along professional, class, regional, sectarian, and other lines. By channeling contentious politics toward internal boundaries, the state is able to manage ethnic politics and exert control.

This led the emergent dominant class in each region to mobilize and exploit ethnicity and to trample the democratic process in furious competition for state control, since that control was the primary means for accumulating wealth and consolidating class dominance.
