It widens the scope of traditional policy analysis by focusing attention on the interaction between policy rationales, new governance mechanisms, and the organisational dynamics of the scientific field. The contributors build a novel analytical framework to understand the European research space as one shifting from a fragmented space of “Science in Europe” to one that is labeled “European Science”. The chapters explore the dynamics of this shift through the lenses of political science, organisation theory, science policy and related analytical traditions. Towards European Science is an interdisciplinary book which will attract a wide set of scholars and professionals interested in science policy, governance and scientific practice. Book excerpt: This book explores the reactions to Europeanization and globalization in times of economic distress, including the transformation of European values in national legal cultures. The authors explore how European values, tradition and new legal challenges interconnect and dictate the paths of transition between old and new Europe. The first chapter starts with a question: can Roman Legal Tradition play a role of identity factor towards a New Europe? Can it be considered as a general value identifying new Europe, built on a minimum core of principles – persona, dominum, obligation, contract and inheritance – composing the whole European private law tradition? Subsequent chapters attempt to provide possible responses to the question: what is Europe today? The answers diverge, depending on the research area. The inherent dichotomy of human rights protection in Europe and the concept of ‘one law, one court’ are investigated in the second chapter, whereas the third chapter focuses on asylum and the interrelation and interdependence of the Court of Justice of the EU and the European Court of Human Rights. The next three chapters concentrate on matters of equal treatment and non-discrimination. The first contribution in this part reflects on the crisis and methodological and conceptual issues faced by modern anti-discrimination law. It is followed by a specific analysis of the empowerment of women or gender-balancing in company boards. The third contribution reveals the impact of the Croatian anti-discrimination law on private law relations. The next chapter deals with the issue of social rights in Croatia and the method of their regulation in the context of the new European values. The immense challenges posed by the market integration imperative and democratic transition have brought about different reactions in the national legal systems and legal cultures of both old and new Member States. As such, Europe has effectively been reunited, but what about the convergence of national legal cultures? This is the focal point of the remaining chapters, which focus on various issues, from internal market, competition law, consumer welfare, liberalization of network industries to the EU capital market. The magnitude of EU activity in these areas offers conclusive evidence that old and new paradigms are evolving and shaping the future of the EU.

This book addresses the EU’s potential to become a more joined-up global actor in its external engagement. It uses a single and innovative analytical framework to examine three clusters of policies: EU internal sectoral and cross-cutting policies with long-standing external engagement, those which have been undergoing considerable change, and originally internal policies whose external dimensions are comparatively more recent. Book excerpt: The aim of this research paper is to review the recent emergence on the European scene of the concept of open strategic autonomy and the consequences it may have for EU action. Originally stemming from the language of the common foreign and security policy (CFSP) and the common security and defence policy (CSDP), strategic autonomy now seems to have become the EU's new catchphrase. Charles Michel dubbed it Goal No. 1 for our generation: 'For now, much of the debate on strategic autonomy has been on semantics, marking clear political divides between countries that see this as a threat to Europe's openness, and its proponents who see a chance to advance European industry and help foster “champions” able to compete on a global scale.' At the same time, the green and digital transition, the resilience of the EU's socio-economic model in the context of the pandemic and the recovery of the economies of the Twenty-Seven are taking up a great deal of space on the Union's agenda. By 30 April 2021, each Member State has to submit its national recovery plan with two targets: devoting 37% of this budget to greening and 20% to digital. By 2030, the EU, for its part, has to reduce its CO2 emissions by 55%. Are these goals sustainable over a medium-term timeline (2030)? Is strategic autonomy the launchpad for a new European Union paradigm?
