This tool of development coupled to a world-wide movement towards a post-industrial era, with poorly defined economic, social and cultural boundaries is rapidly gaining support all over the world, supporting and creating a "global market". This globalization, intended as market expansion and flooding, is really a deeper and more complex phenomenon, surely mainly deriving from a cultural movement (the origin and aim ofthe use of IT as a tool for World Globalization). The process of globalization of the Innovation Market, which might have originated the economy failure of Eastern Europe with a risk of disintegration, is really the only way to solve the problem; therefore, the integration within the whole of Europe should be based on the paradigm of an Innovation Policy.

This book scrutinises the arrangements to enforce good governance in this area both by means of external help and domestic political leadership. From the popular assumption that transformation is a collective good, it follows that the problem of free-riding has to be faced. Consequently there is a danger that transformation may never be completed. This book empirically tests the relationship between economic performance and good governance focusing upon voluntary coercion as a means to prevent free-riding behaviour. The author examines the role of international organisations and discusses elite formation as an important element of good governance - something often ignored in the economic analysis of economic performance.

Studies of related topics are complicated by the speed of the changes and the lack of clear historical precedents. Although the structural features of Asian reforming economies are in important ways different from those of the Eastern European economies, all socialist economies share similar fundamental conditions on the eve of economic reform which raise a similar set of reform issues. This volume brings together a rich collection of expertise and information in an attempt to shed some light on the transitional process in Asia. The contributions are by no means exhaustive. However, they provide the reader and analyst with an excellent starting point to the problems and prospects which are specific to Asian transforming economies.

There is no historical precedent; while the experience of the West provides attractive models of the ultimate destination, the beginning of the journey is uncharted territory. In this volume a number of leading Western economists offer the first comprehensive overview of all aspects of the economic problems facing Eastern Europe. These encompass much more than a need to dismantle rigid systems of control. A new set of social arrangements that would enable market forces to enhance productivity must be constructed--contract law, secure private property, a predictable taxation policy, a stable monetary structure, and an appropriate regulatory framework. The task is greatly complicated by the fact that the institutions of a successful market economy are highly interdependent: each functions properly only when others are also in place, but none can be put in place with one stroke.
