The objective of this analytical program is to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization. This report serves the critical and timely purpose of focusing attention on the challenges and opportunities of urbanization in Nigeria. The executive summary at the front summarizes the key trends of Nigeria’s urbanization and sets out a framework to structure core urban challenges in view of underlying causes. Detailed analyses follow in the subsequent four chapters. In Chapter 1, the dynamics of Nigeria’s urbanization process are presented, with particular attention to the country’s rapid urban population growth, the very large-scale urban expansion, and the stubborn persistence of high levels of urban poverty, inequality and regional disparity. Chapter 2 provides an account of Nigeria’s recent urban economic growth, in view of the nature of the concentration of economic activity across the country’s states and cities, and of the limited performance of urban and regional economies in generating higher levels of employment and improving business climates. It focuses special attention on the problem of urban and rural disparities as the key issue facing regional planning and suggests measures for ensuring that urban planning promotes the welfare of all and enhances the opportunities for the procurement of benefits of development programs by all socioeconomic groups. Book excerpt: If not addressed in time, climate change is expected to exacerbate Nigeria’s current vulnerability to weather swings and limit its ability to achieve and sustain the objectives of Vision 20:2020 [as defined in http://www.npc.gov.ng /home/doc.aspx?mCatID=68253]. The likely impacts include: • A long-term reduction in crop yields of 20–30 percent • Declining productivity of livestock, with adverse consequences on livelihoods • Increase in food imports (up to 40 percent for rice long term) • Worsening prospects for food security, particularly in the north and the southwest • A long-term decline in GDP of up to 4.5 percent The impacts may be worse if the economy diversifies away from agriculture more slowly than Vision 20:2020 anticipates, or if there is too little irrigation to counter the effects of rising temperatures on rain-fed yields. Equally important, investment decisions made on the basis of historical climate may be wrong: projects ignoring climate change might be either under- or over-designed, with losses (in terms of excess capital costs or foregone revenues) of 20–40 percent of initial capital in the case of irrigation or hydropower. Fortunately, there is a range of technological and management options that make sense, both to better handle current climate variability and to build resilience against a harsher climate: • By 2020 sustainable land management practices applied to 1 million hectares can offset most of the expected shorter-term yield decline; gradual extension of these practices to 50 percent of cropland, possibly combined with extra irrigation, can also counter-balance longer-term climate change impacts. • Climate-smart planning and design of irrigation and hydropower can more than halve the risks and related costs of making the wrong investment decision. The Federal Government could consider 10 short-term priority responses to build resilience to both current climate variability and future change through actions to improve climate governance across sectors, research and extension in agriculture, hydro-meteorological systems; integration of climate factors into the design of irrigation and hydropower projects, and mainstreaming climate concerns into priority programs, such as the Agriculture Transformation Agenda.

Direct interactions with homeless and housed persons in the target location, as well as communication with Africans in the Diaspora has contributed even more comprehensive information on the underlying causes, nature and status of shelter poverty among Africans. There is a strong emphasizes in this book of the dominant roles of culture, religion and sectional politics in the creation and perpetuation of Africas homelessness and housing crises. And insights into this dynamic unveil answers to crucial, unanswered questions on homelessness in Africa as no known existing literature ever has. Meanwhile, in the guise of a tool of advocacy against homelessness and its accompanying stigma, this document is diametrically opposed to the shroud that mask the unconscionable injustice that is homelessness, particularly in communal-based, wealthy social environment, such as Nigeria. In these ways this work offers ample information to Africans and all stakeholders in the homelessness eradication struggle. Grassroot populations, policymakers, invested foreign non- profit agencies, and all stake holders alike, will find within these pages numerous significant facts on homelessness as it occurs in modern developing nations. They will equally discover viable suggestions for combating and addressing shelter loss. Homelessness in Nigeria is indeed a vital reference- as well as literary hand book for all who seek knowledge on African cultures, and, indeed, on cultures of the general Global South nations, and even more pointedly in matters of culture associated with housing.
