Book excerpt: Drawing on interdisciplinary, cross-national perspectives, this open access book contributes to the development of a coherent scientific discourse on social exclusion of older people. The book considers five domains of exclusion (services; economic; social relations; civic and socio-cultural; and community and spatial domains), with three chapters dedicated to analysing different dimensions of each exclusion domain. The book also examines the interrelationships between different forms of exclusion, and how outcomes and processes of different kinds of exclusion can be related to one another. In doing so, major cross-cutting themes, such as rights and identity, inclusive service infrastructures, and displacement of marginalised older adult groups, are considered. Finally, in a series of chapters written by international policy stakeholders and policy researchers, the book analyses key policies relevant to social exclusion and older people, including debates linked to sustainable development, EU policy and social rights, welfare and pensions systems, and planning and development. The book’s approach helps to illuminate the comprehensive multidimensionality of social exclusion, and provides insight into the relative nature of disadvantage in later life. With 77 contributors working across 28 nations, the book presents a forward-looking research agenda for social exclusion amongst older people, and will be an important resource for students, researchers and policy stakeholders working on ageing.

It underpins the idea that social fairness and prosperity are the cornerstones for building a resilient society with the highest standards of well-being in the world. All Europeans should have the same opportunities to thrive. Many still struggle to make ends meet or face barriers due to inequalities. Many children and young people, often from disadvantaged socio-economic backgrounds, do not have access to quality education or healthcare. There are still many elderly without access to care services. Inequality is a brake on growth and threatens social cohesion. To address these challenges, the EU institutions jointly proclaimed the European Pillar of Social Rights in November 2017. The Pillar is about delivering new and more effective rights for citizens. It builds upon 20 key principles, structured around three categories: equal opportunities and access to the labour market; fair working conditions; and social protection and inclusion. Three years after the launch of the European Pillar of Social Rights, it is relevant to explore Europeans' attitudes towards social issues in the European Union as a whole also in the context of the announced action plan to further implement the Pillar. This survey was commissioned by the Directorate-General for Employment, Social Affairs and Inclusion to explore public opinion about social issues in the European Union. It covers the following topics: The importance of a social Europe to Europeans personally; The most important elements for the EU's economic and social development; Assessment of a lack of social rights as a serious problem; More or less decision-making at European level regarding 15 key principles of the European Pillar of Social Rights; Europeans' awareness of the European Pillar of Social Rights; Views on the impact of the European Pillar of Social Rights on employment and social inclusion in the EU and on its chances of success; Opinions about the possibility of a more social Europe in 2030; Key principles of the European Pillar of Social Rights which are the most important for the future of Europe; On which of these principles should national governments and the European Union take action to prepare the future of Europe; The role of social rights issues in building a stronger European Union in the future.

Book excerpt: The paper analyses the opportunity, importance, implications and chances of success of one of the leading initiatives of the European Union, namely the European Pillar of Social Rights (EPRS). The conclusion is that, because of a number of economic, political and social phenomena manifested in the European Union among 2007 - 2018, such an initiative is highly opportune and may even represent the key factor in relaunching the European project. The analysis reveals that, due to the legal and financial limitations of the current format of the EPRS, this initiative may represent too little for achieving substantial and sustainable results. At the same time, due to reduced chances of securing tangible results in a reasonably short time, the initiative may come too late for re-connecting the European citizens to the European Union project and for counter-acting the trends towards national and local approaches that have already manifested in some of the member countries.

Book excerpt: Social Europe is back on the political agenda - as a result of severe economic crises, prior austerity policies and a change in the European discourse framework. Six years after being announced, the European Pillar of Social Rights - although legally non-binding - has become the central reference point for social policy projects at the EU level. Slowly but steadily, the EU's social situation is improving, although major divergences remain. In the Member States, the Pillar and its accompanying Social Scoreboard are used only erratically. Social investments and reforms financed through the Recovery and Resilience Facility are only partly oriented towards social deficits. At the same time, European crisis management during the pandemic contributed to the implementation of the Pillar of Social Rights. This success was made possible by financially supported instruments such as the SURE short-time working scheme loans. The implementation of the Pillar could be stabilised through a series of measures. It would be advisable to use the indicators of the Scoreboard in a more targeted way at the national level, to develop SURE into a European unemployment insurance scheme, to set up a procedure on social imbalances and to create scope for social investments in the Stability and Growth Pact.

Book excerpt: The European Pillar of Social Rights is designed to act as a compass for a renewed process of upward convergence among Member States towards better working and living conditions. It is accompanied by a social scoreboard to monitor the progress made by Member States. This policy brief presents the results of an investigation into the upward convergence patterns of the headline indicators of the social scoreboard and the relationship between convergence and the business cycle from 2008 to 2018. The results show that although the economic crisis that engulfed Europe from 2008 slowed down the convergence of Member States on some indicators, upward convergence on several has been restored, including the indicators on employment and risk of poverty. While the analysis uncovers different dynamics of upward convergence for most indicators, some very stable and some more unstable, few indicators still show a downward trend over the decade.
