Book excerpt: Mutual recognition of professionals is a pre-requisite for the ful- fillment of European Union policies concerning the free move- ment of professionals. The two associated fields of Biomedical Engineering (BME) and Medical Physics (MP) are rapidly evolving and diversifying while the accelerated development of medical informatics, telematics and microelectronics, approached by both physics and engineering, have resulted in extended grey areas around the two profession boundaries. Competency-based educa- tion, training, assessment and accreditation of medical physicists and biomedical engineers share not only common principles, but also a certain number of common competencies. These issues have been negotiated, in this volume, by transnational professional bodies and also by TEMPERE - a European thematic network of 40 universities under the SOCRATES EU programme - which has contributed a broadly accepted proposal for mutual co-operation and recognition in the above fields.

Book excerpt: Council Directive 97/43/Euratom (Medical Exposures Directive, MED) (Council of the European Union, 1997) defines the Medical Physics Expert (MPE) as "an expert in radiation physics or radiation technology applied to exposure, within the scope of this Directive, whose training and competence to act is recognized by the competent authorities; and who, as appropriate, acts or gives advice on patient dosimetry, on the development and use of complex techniques and equipment, on optimization, on quality assurance, including quality control, and on other matters relating to radiation protection, concerning exposure within the scope of this Directive". The purpose of this European Guidance on Medical Physics Expert (MPE) is to provide for improved implementation of the Medical Exposure Directive and revised BSS provisions related to the MPE and to facilitate the harmonisation of the education and training of medical physicists to MPE level among the Member States aiming at an improvement in cross-border mobility. This European Guidance contains appropriate recommendations on harmonising education, training and recognition requirements for MPEs in the European Union within the existing EU legislative framework. It makes recommendations for the most appropriate education and training structure, based on the European Higher Education Area and on the European Qualifications Framework for Lifelong Learning (European Parliament and Council of the European Union, 2008), to achieve the defined required professional competences. It proposes detailed syllabuses for the education and training of MPEs. The Guidance also contains recommendations on the MPE staffing levels -depending on the size and type of the radiological practice-necessary to ensure adequate radiation protection of patients. It also includes radiation protection of staff when impacting medical exposure.

Today, mankind builds up the information society, enabled by the underlying rapid development in computer technology. The significance of the spread of the internet is comparable to the significance of Gutenberg's invention. On one hand it both helps dissemination of data and knowledge and sharing of ideas. On the other hand the achievements may divide the society, as did non-literacy deprive many people from knowledge throughout centuries. Today millions of people are isolated from an incredibly large amount of information because of "computer non-literacy," and a new elite mastering the information society has appeared. However, the ease of production and dissemination of information may foster thoughtless communication, and has lead to a flood of information and disinformation. We have to learn how to behave in this new situation, in which the dissemination of information - at an international level - is totally uncontrolled. In the area of medical or health informatics these questions are more serious. Lack of information, false or inadequate information, as well as improper interpretation of accurate information may seriously harm patients. And the process may go out of control of the physician, i.e. patients can "treat" themselves just by visiting some health sites on the net. Everybody may throw a message in a bottle in information flood, and everybody may pick up messages at any time. Can we do anything to ensure that all messages are valid? Can we guarantee that our messages reach the intended audience? Can we secure that content has not changed on its way? Do we know that people getting our messages will interpret them correctly? Are we able to understand the intention of a sender, when we get a message totally out of context? These questions build up the framework of MIE2002.
