It presents two historical analyses that attempt to draw a parallel between today's strategic environment and past environments. The first historical analysis centers on the development of U.S. maritime strategy since 1970. After almost 40 years of maritime operations, the stability and coherence of its strategy remain remarkable. U.S. Navy missions over the past 40 years have focused on four mission areas: sea control, power projection, naval presence, and strategic deterrence. The strategic concept of the Navy's most recent maritime strategy departs somewhat from the past. "A Cooperative Strategy for 21st Century Seapower" adds two additional missions: maritime security and humanitarian assistance/disaster relief. This is a dramatic change, but it is a change that fits the current environment. The second historical analysis is a comparison of Britain's Royal Navy of 1850-1900 with the U.S. Navy of 2009. The strategic environment that the Royal Navy faced during the last half of the 19th century mirrors that faced by today's U.S. Navy. The Royal Navy analysis illuminates the importance of the following themes: policing the commons, remaining first in shipbuilding, and developing a balanced fleet. Through these historical analyses it is possible to identify potential courses of action for the U.S. Navy. The author recommends continued investment in theater ballistic missile defense for U.S. Navy ships to counter a growing area denial threat. A second recommendation is to reduce the number of aircraft carriers and redirect funds to increase the size of U.S. surface and submarine fleets. The current strategic environment demands smaller but more numerous forces to accomplish the six mission areas expressed in "A Cooperative Strategy for 21st Century Seapower."

In order to properly balance the fleet and fulfill its roles in the 21st century, the Navy must apply the principles of maritime strategy laid forth by Corbett and reorganize its policy around the enduring functions of the Navy. This paper proposes that the Navy must redefine and re-aggregate its strategic concepts of power projection, sea control and forward presence around Corbett's principles of maritime strategy in planning its future fleet. The Navy's current approach is rooted within strategic traditions rather than the principles and constants of naval warfare, strategy and policy. To achieve success in the future the Navy must found its naval policy on its functions in consonance with the principles of maritime strategy. This paper compares current naval policy to previous policy against Corbett's principles and the functions of the Navy. It will demonstrate that an efficient and adaptable naval policy must be based on principles and functions rather than the Navy's strategic concepts. Since the early 1990s the balance of naval power has been re-directed to land warfare in recognition of an expeditionary security environment, a significant change from the monolithic anti-Soviet naval policy. Change is required due to the absence of the Soviet fleet threat. History and Corbett's principles demand that functions drive naval policy rather than strategic concepts founded upon an obsolete threat. Functions are less susceptible to the radical shifts of politically charged strategic tidal changes of administrations. A functional approach enables prioritization of capabilities and results in choices that minimize risk and allow the Navy to articulate its true requirements to serve the nation's interest. The principles of maritime strategy demonstrate that the Navy must re-organize its naval policy around the functions of the Navy in order to successfully incorporate a capabilities based approach to force planning. This paper provides a functional approach model based on the functions of the Navy and Corbett's principles of maritime strategy. Woven into the fabric of the book are the fundamental principles of three of the most important naval theorists of the twentieth century: Rear Admiral Bradley Fiske, Rear Admiral J.C. Wylie, and Captain Wayne Hughes. While Cares and Cowden advocate the reinvigoration of combat theory and the appropriate use of operations research, they avoid over-theorizing and have produced a practical guide that empowers fleet planners to wield naval power appropriately and effectively in meeting today's operational and tactical challenges.

Recent advances in directed energy technologies have made the development of both high-energy laser and high-power microwave weapons technically feasible. This study examines the potential adaptation of such weapons for the defense of naval forces. This study considers options for using directed energy systems on naval vessels in the context of the U.S. maritime strategy and emerging threats in international politics. The framework for this study is an integrated system of microwave devices, high-energy lasers, and surface-to-air missiles which are evaluated in terms of their ability to enhance anti-ship cruise missile defense, tactical air defense, and fast patrol boat defense. This study also examines collateral capabilities, such as non-lethal defensive measures and countersurveillance operations. The global proliferation of increasingly sophisticated weapons and the expanding demands placed on its ever-smaller navy require the United States to reassess its current approach to fleet operations. This study concludes that directed energy technology has made sufficient progress to warrant the development of sea-based weapons systems for deployment in the first two decades of the next century. For operational and technical reasons, a Nimitz class aircraft carrier may be the preferred platform for the initial implementation of directed energy weapons. If successful, the robust self-defense capability provided by directed energy weapons will permit a fundamental shift in carrier battle group operations from a massed, attrition oriented defense to a more dynamic, dispersed offense.

Book excerpt: In 1994, the U.S. Navy initiated a program to transform America's surface combatant fleet by developing a new family of ships intended to project power more rapidly, wage war more effectively, and operate less expensively, compared with vessels currently in the fleet. The centerpiece of this new family of ships is a destroyer, currently designated DD(X). After several years of study of alternative system concepts, design proposals for the DD(X) were solicited from two industry teams. In April 2002, one of those teams, led by Northrop Grumman Ship Systems (NGSS), was selected winner of the competition and awarded a $2.9 billion contract to manage a 3-year risk-reduction phase and to act as the lead design agent for the program. The Navy also specified that the shipyard member of the other industry team, Bath Iron Works (BIW), should participate in ship design and production activities. Detail design of the lead ships is now scheduled to start in 2006, with fabrication commencing in 2007. Acquisition and contracting decisions that the Navy makes during that next phase of the program will have important implications not only for the U.S. industrial base involved in manufacturing and equipping surface combatants, but also for options available in subsequent phases of the DD(X) acquisition. In 2003, the Navy asked the RAND Corporation to evaluate the advantages and disadvantages of different acquisition and contracting strategies that defense officials could employ on the DD(X) program to achieve three objectives: make the best use of competition throughout the detail design and production phases; maintain a strong industrial base capable of building surface combatants; and achieve program cost, schedule, and performance objectives. RAND conducted and documented this research before U.S. defense officials significantly changed the program in 2005. Thus, this study is a snapshot of the program as it existed in 2003 and 2004, before those changes were put in place.

This class of carriers will use the same basic hull form as the current Nimitz class, but will include a substantial redesign of the interior of the ship for improved weapons handling and stores management functions. It also will incorporate several new technologies, including a new propulsion plant and new aircraft launch and recovery systems. These improvements not only will increase the operational capability of the ship, but also are anticipated to lower the ship's manpower requirements and maintenance costs. Under current force modernization plans, new ships of the CVN 21 class will be introduced every 4 or 5 years as the ships of the Nimitz class reach the end of their planned 50-year operational life. Under this strategy, Nimitz-class carriers will be operating for more than 50 more years and it will take decades to transform the aircraft carrier fleet to ships of the new class. On the basis of some preliminary calculations that appeared promising, the RAND Corporation proposed to the Program Executive Office (PEO) for Aircraft Carriers an examination of a way to accelerate the transformation of the carrier force: replacing Nimitz-class carriers as they reach midlife instead of refueling them. In this report, RAND identifies specific fleet management options for building new instead of refueling, and evaluates their advantages and disadvantages. This report should be of interest to Navy and Office of Secretary of Defense planners who are examining fleet modernization options, especially the personnel addressing the costs of alternative force structure options.
