Book excerpt: The primary objective of this report is to define the current aquatic environmental status within the lower Columbia River from the Hugh Keenleyside Dam to the International Boundary. The Columbia River Integrated Environmental Monitoring Program data is interpreted and evaluated. Modifications to the Program's study design, appropriate for long-term monitoring, are also proposed. The integrated sampling effort evaluated water and sediment quality, as well as a number of in situ biological indicators of environmental conditions. The survey results will provide important insights into environmental conditions within the lower Columbia River.

Book excerpt: In view of current work on the Columbia River by the Biology Division and Development Division of the Health Instrument Divisions and the contemplated studies of the US Public Health Service Group new at Hanford, it was suggested that the groups review their programs related to studies of the Columbia River. The work carried out by the Control Functions Section of the Health Instrument Division in this respect is reviewed in outline form. Some of the studies are jointly carried out by the Control Functions Section and the Methods Group of the Environmental Hazards Section. The principal purpose for monitoring the Columbia River is to evaluate any radiation hazards that might exist as the result of discharging radioactive effluent into the river from the Hanford pile areas. The miscellaneous special studies conducted so supplement the routine monitoring program are pointed at into the river to better understand the effects of this radioactive contamination on the environment of the river and/or any drinking water supplies using the Columbia river as a source of supply. 1 fig.

Available in PDF, EPUB and Kindle. Book excerpt: Flows of the Columbia River, although modified substantially during the twentieth century, still vary considerably between seasons and between years. Lowest flows tend to occur during summer months when demand for irrigation water is at its highest and when water temperatures are greatest. These periods of low flows, high demand, and high temperature are critical periods for juvenile salmon migrating downstream through the Columbia River hydropower system. Although impacts on salmon of any individual water withdrawal may be small, the cumulative effects of numerous withdrawals will affect Columbia River flows and would pose increased risks to salmon survival. The body of scientific knowledge explaining salmon migratory behavior and physiology is substantial, but imperfect, and decision makers should acknowledge this and be willing to take action in the face of uncertainties. In order to provide a more comprehensive water permitting process, the State of Washington, Canada, other basin states, and tribal groups should establish a basin-wide forum to consider future water withdrawal application permits. If the State of Washington issues additional permits for water withdrawals from the Columbia River, those permits should contain provisions that allow withdrawals to be curtailed during critical high-demand periods.

Book excerpt: This report is the third annual report of a six-year project to evaluate the cumulative effects of habitat restoration action in the Columbia River Estuary (CRE). The project is being conducted for the U.S. Army Corps of Engineers (Corps) by the Marine Sciences Laboratory of the Pacific Northwest National Laboratory, the Pt. Adams Biological Field Station of the National Marine Fisheries Service, and the Columbia River Estuary Study Taskforce. Measurement of the cumulative effects of ecological restoration projects in the Columbia River estuary is a formidable task because of the size and complexity of the estuarine landscape and the meta-populations of salmonids in the Columbia River basin. Despite the challenges presented by this system, developing and implementing appropriate indicators and methods to measure cumulative effects is the best way to enable estuary managers to track the overall effectiveness of investments in estuarine restoration projects. This project is developing methods to quantify the cumulative effects of multiple restoration activities in the CRE. The overall objectives of the 2006 study were to continue to develop techniques to assess cumulative effects, refine the standard monitoring protocols, and initiate development of an adaptive management system for Corps of Engineers' habitat restoration monitoring efforts in the CRE. (The adaptive management effort will be reported at a later date.) Field studies during 2006 were conducted in tidal freshwater at Kandoll Farm on the lower Grays River and tidal brackish water at Vera Slough on Youngs Bay. Within each of area, we sampled one natural reference site and one restoration site. We addressed the overall objectives with field work in 2006 that, coupled with previous field data, had specific objectives and resulted in some important findings that are summarized here by chapter in this report. Each chapter of the report contains data on particular monitored variables for pre- and post-restoration conditions at both the Kandoll and Vera study areas.
