Book excerpt: Coal remains one of the principal sources of energy for the United States, and the nation has been a world leader in coal production for more than 100 years. According to U.S. Energy Information Administration projections to 2050, coal is expected to be an important energy resource for the United States. Additionally, metallurgical coal used in steel production remains an important national commodity. However, coal production, like all other conventional mining activities, creates dust in the workplace. Respirable coal mine dust (RCMD) comprises the size fraction of airborne particles in underground mines that can be inhaled by miners and deposited in the distal airways and gas-exchange region of the lung. Occupational exposure to RCMD has long been associated with lung diseases common to the coal mining industry, including coal workers' pneumoconiosis, also known as "black lung disease." Monitoring and Sampling Approaches to Assess Underground Coal Mine Dust Exposures compares the monitoring technologies and sampling protocols currently used or required by the United States, and in similarly industrialized countries for the control of RCMD exposure in underground coal mines. This report assesses the effects of rock dust mixtures and their application on RCMD measurements, and the efficacy of current monitoring technologies and sampling approaches. It also offers science-based conclusions regarding optimal monitoring and sampling strategies to aid mine operators' decision making related to reducing RCMD exposure to miners in underground coal mines.

Book excerpt: Coal mine disasters in the United States are relatively rare events; many of the roughly 50,000 miners underground will never have to evacuate a mine in an emergency during their careers. However, for those that do, the consequences have the potential to be devastating. U.S. mine safety practices have received increased attention in recent years because of the highly publicized coal mine disasters in 2006 and 2010. Investigations have centered on understanding both how to prevent or mitigate emergencies and what capabilities are needed by miners to self-escape to a place of safety successfully. This report focuses on the latter - the preparations for self-escape. In the wake of 2006 disasters, the U.S. Congress passed the Mine Improvement and New Emergency Response Act of 2006 (MINER Act), which was designed to strengthen existing mine safety regulations and set forth new measures aimed at improving accident preparedness and emergency response in underground coal mines. Since that time, the efforts of the National Institute of Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) have contributed to safety improvements in the mining industry. However, the Upper Big Branch mine explosion in 2010 served as a reminder to remain ever vigilant on improving the prevention of mine disasters and preparations to help miners survive in the event of emergencies. This study was set in the context of human-systems integration (HSI), a systems approach that examines the interaction of people, tasks, and equipment and technology in the pursuit of a goal. It recognizes this interaction occurs within, and is influenced by, the broader environmental context. A key premise of human-systems integration is that much important information is lost when the various tasks within a system are considered individually or in isolation rather than in interaction with the whole system. Improving Self-Escape from Underground Coal Mines, the task of self-escape is part of the mine safety system.

Book excerpt: The underground coal mining industry has been under constant watch due to the high risk involved in its activities and it was made more evident from the disasters that occurred in 2006 -2007. In the aftermath of the incidents, the U.S. Congress passed the Mine Improvement and New Emergency Response Act of 2006 (MINER Act), which strengthened the existing regulations and mandated new laws to address the various issues related to a safe working environment in the mines. The National Mining Association-sponsored Mine Safety Technology and Training Commission report highlighted the role of risk analysis and management in identifying and controlling the major-hazards. Meanwhile, the National Institute for Occupational Safety and Health (NIOSH) published a report which evaluated the use of Major Hazard Risk Assessment (MHRA) to eliminate multiple-fatality events. Risk analysis should be done on a regular basis to tackle the possibility of unwanted major hazard-related events such as explosions, outburst, airbursts, inundations, spontaneous combustion, and roof fall instabilities. In this pilot study, the Mine Safety and Health Administration (MSHA) accident/injury and citation databases for the year 2006 were analyzed systematically for a stratified random sample of underground coal mines. Risk analysis of major hazard-related citation was done with help of a risk matrix. Indices for mine safety were determined using a Poisson distribution. Three methods were developed to form a Performance Index (PI) for comparing mines across mine-size and states. Using the PI, a Safe Performance Index (SPI) was formed to rank the good performers (mines). A statistical tool, the Mann-Whitney test was applied on the citation database of some of the mines, and the results have shown that this tool is very helpful for health and safety managers or government enforcement personnel to discriminate the statistically significant differences in compliance performances and not penalize mines with non-significant differences.

This report summarizes the findings of research conducted by the National Institute for Occupational Safety and Health (NIOSH) between December 2007 and March 2009 to identify the attributes of an improved escape and rescue system. This report focuses on specific guidelines for escape and rescue from underground coal mines during fire and explosion incidents and contains an investigation of United States and worldwide mine practices. The basic elements of a mine emergency response system (escape, rescue, and incident command) are addressed. Further, knowledge gaps, training, human behavior, and technology challenges are also identified. This report presents a strategy of self-escape and safe-rescue including incident command as an integrated system with consideration given to U.S. underground coal mine demographics. The findings are intended to facilitate the evolution of all miners' capabilities and support institutions so that they will have a greater chance of successfully managing abnormal incidents without injury or fatalities.

Sometimes they died by the dozens in fiery explosions, but more often they died alone, crushed by collapsing roofs or runaway mine cars. Many old-timers in coal-mining communities and even some historians haveøblamed the high fatality rate on ruthless coal barons exploiting miners in the single-minded pursuit of profit. The coal industry preferred to blame careless miners. James Whiteside looks beyond those charges in seeking to explain why the western coal mines were (and, to some degree, still are) dangerous and why territorial, state, and federal laws failed for so long to make them safer. Regulating Danger is the first extended study of the coal-mining industry in Colorado, New Mexico, Utah, Wyoming, and Montana. It exceeds the scope of traditional labor history in focusing on working conditions and the problems of workers instead of unions and strikes. After examining the inherent physical dangers of the work, Whiteside shows how the interplay of economic, social, and technological forces created an envi-ronment of death in the western coal mines.
