Book excerpt: This book contends that the long history of America’s interaction with Korea started with the signing of the Treaty of Peace, Amity, Commerce, and Navigation in 1882, and with the establishment of the Seward-Shufeldt Line. William Seward and Robert Shufeldt shared the same vision of achieving their American goal by opening Korea and extending the Seward-Shufeldt Line from Alaska to link it with the Philippines and the Samoan Islands, thus completing a perfect perimeter for the American era of the Pacific and for its dominance in the Asian market. Initiating diplomatic and trading relations with Korea was Commodore Shufeldt’s finishing touch on the plan for achieving American hegemony in the coming 20th century. In turn, the decline of Chinese sphere of influence over the Korean Peninsula and the fall of Russian power in the region, with the consequential rise of Japanese power there, which led to a change from the SS Line to the Roosevelts’ Theodore-Franklin Line, the colonization of Korea, the division of Korea, the Korean War, and has brought America back nearly full circle to that first encounter in Pyeongyang; the regrettable General Sherman Incident in 1866. This book argues that the United States must uphold its early commitment to peace and amity by now normalizing relations with North Korea in order to bring closure to the “Korean Question.”

Book excerpt: How are Beijing's growing influence and assertiveness in regional affairs affecting relations between South Korea and China? Since the 1992 diplomatic normalization between the two countries, attempts to upgrade bilateral strategic ties have repeatedly faced unmet expectations, revealing diverging interests at a deeper, geopolitical level. Recently, China has begun to approach South Korea-China relations as an intermediary mechanism for handling strategic competition with the United States. Meanwhile, South Korean leaders' own goals concerning North Korea are a key variable in efforts to build friendlier political relations with China. China and South Korea's often diverging interests reveal three implications for U.S. policymakers. First, as Beijing becomes more ambitious about changing the status quo in Asia, it might seek to tighten Beijing-Seoul political relations as a way to weaken the U.S. alliance system in the region. Second, Beijing is unlikely to take any actions that would destabilize the North Korean regime, especially if U.S.-China competition grows more intense. This understanding should inform Washington and Seoul's policy coordination efforts toward Pyongyang. Third, South Korean progressives tend to draw closer to Chinese views on issues of North Korea's nuclear and missile development programs. However, it is important to keep in mind that Seoul's desire for autonomy in foreign policy and inter-Korean relations does not mean that Seoul renders automatic support for Beijing's regional agenda.

It provides a valuable ranking of U.S. interests, and calls for a firm commitment from the Obama administration to seek denuclearization of the Korean peninsula, backed by a combination of sanctions, incentives, and sustained political pressure, in addition to increased efforts to contain proliferation. It notes that China's participation in this effort is vital. Indeed, the report makes clear that any hope of North Korea's dismantling its nuclear program rests on China's willingness to take a strong stance. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. The report also recognizes that robust relations between Washington and its allies in the region, Japan and South Korea, must underpin any efforts to deal with the North Korean problem. It looks as well at regime change and scenarios that could lead to reunification of the peninsula. At the same time that the Task Force emphasizes the danger and urgency of North Korea's behavior, it recognizes and applauds the beneficial U.S. relationship with South Korea, which has proved to be a valuable economic and strategic partner. In this vein, the Task Force advocates continued close coordination with Seoul and urges prompt congressional passage of the U.S.-South Korea free trade agreement.

Book excerpt: Richard Nixon's trip to China in February 1972 marked a diplomatic breakthrough for Sino-American relations after two decades of mutual animosity since the Korean War. Nevertheless, the bilateral relations underwent a long stalemate in the mid-1970s, before the United States and China finally reached normalization of relations in December 1978. The scholarship on Sino-American relations in the 1970s tends to focus on Nixon's visit or normalization of relations, without paying adequate attention to how Washington and Beijing dealt with the mid-decade deadlock. My report addresses this gap in the literature by analyzing the changing dynamism of Sino-American relations, determined first by Henry Kissinger and Mao Zedong, and later by Zbigniew Brzezinski and Deng Xiaoping. Kissinger sought to establish a triangular relationship with the Soviet Union and China, where the United States could manipulate the Sino-Soviet antagonism to improve its relations with both communist giants. With the failure of his initial idea of creating an anti-Soviet united front with Washington, Mao, through his Three World theory, championed the Third World struggle against both superpowers in competition for global hegemony in the disguise of détente. With Kissinger clinging to superpower détente and Mao determined to maintain a revolutionary China, their strategies were doomed to a stalemate. Unlike Kissinger, Brzezinski tried to create a bilateral structure, where the United States cooperated with China to confront the Soviet Union, which expanded its influence globally despite ongoing détente. Unlike Mao, Deng sought to replace revolution with development as China's national agenda, by emphasizing modernization, instead of the Three World theory, in Chinese foreign policy. Their global strategies necessitated mutual cooperation, creating momentum for normalization negotiations, especially after Brzezinski's trip to China in May 1978. The shifting dynamism in Sino-American relations from the Kissinger-Mao years to Brzezinski-Deng years, therefore, precipitated normalization of relations in the late 1970s.

Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. A series of shifts in South Korean foreign relations followed: the “Nordpolitik” engagement with the Soviet Union and China at the end of the Cold War; Kim Dae Jung’s “Sunshine Policy,” designed to bring North Korea into the international community; “trustpolitik,” which sought to foster diplomacy with North Korea and Japan; and changes in South Korea’s relationship with the United States. Despite its rise as a leader in international financial, development, and climate-change forums, South Korea will likely still require the commitment of the United States to guarantee its security. Although China is a tempting option, Snyder argues that only the United States is both credible and capable in this role. South Korea remains vulnerable relative to other regional powers in northeast Asia despite its rising profile as a middle power, and it must balance the contradiction of desirable autonomy and necessary alliance.
