Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

The fifteen chapters of the book address diverse aspects within these four themes. Access to sufficient food by all people at all times to meet their dietary needs is a matter of critical importance. Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. Securing Food for All in Bangladesh, with its breadth and scope, will be an invaluable resource for policymakers, researchers, and students dedicated to improving people’s livelihoods in Bangladesh.

Book excerpt: representative sample of rural Bangladeshi households. • With the onset of the pandemic, combined with the lockdown restrictions imposed from March through May 2020, moderate and severe food insecurity tripled to 45 percent. This was likely driven by income losses and difficulties accessing food because of shop closures. • By January 2021, the proportion of moderately or severely food insecure households had largely returned to pre-pandemic levels. The September-October 2021 survey showed no meaningful further change in the prevalence of moderate or severe food insecurity despite the strict national lockdown imposed in July-August 2021. • A different picture emerges when we include the prevalence of mild food insecurity. The proportion of households reporting any food insecurity (mild, moderate or severe) increased from the pre-pandemic average of 45.7 percent to 87.8 percent in June 2020, before declining to 70.9 percent in January 2021 and 68 percent in September-October 2021. Dimensions of food insecurity that include consuming less diverse diets, being unable to eat healthy/nutritious food, and above all, being worried about not having enough food increased dramatically at the start of the pandemic and have remained elevated. • Pre-pandemic, the majority of rural households in our sample were fully food secure; 18 months after the onset of the pandemic only 32 percent report no forms of food insecurity. • In the immediate months after the outbreak (June 2020), many rural households coped by reducing expenditures on non-food goods, electricity and other utilities, and health-related items. The use of these forms of coping mechanisms has subsequently declined. However, the proportion of rural households that purchased food on credit (69 percent in June 2020) has barely changed and in all surveys fielded since the start of the pandemic, more than half of surveyed households have borrowed money to buy food. The continued use of savings and the ongoing use of credit to purchase food is consistent with the elevated levels of worry about not having enough food. • A substantial share of rural households reported receiving cash or in-kind safety net support during the pandemic, mostly from government sources. • Continued and expanded support from safety nets may be important, as many rural households face ongoing food insecurity and are using unsustainable coping strategies.

Book excerpt: Women’s low status and persistent gender gaps in health and education in South Asia contribute to chronic child malnutrition (Smith et al. 2003) and food insecurity (von Grebmer et al. 2009), even as other determinants of food security, such as per capita incomes, have improved. This is particularly relevant for Bangladesh, where chronic food insecurity continues to be an important issue despite steady advances in food production. To be able to leverage agriculture as an engine of inclusive growth, there is a need to develop indicators for measuring women’s empowerment, examine its relationship to various food-security outcomes, and monitor the impact of interventions to empower women. Using nationally representative survey data from Bangladesh, we examine the relationship between women’s empowerment in agriculture and two measures of household food security: per adult equivalent calorie availability and dietary diversity. We use the Women’s Empowerment in Agriculture Index to assess the extent of women’s empowerment in agriculture and instrumental variables techniques to correct for the potential endogeneity of empowerment. We find that the overall women’s empowerment score, the number of groups in which women actively participate, women’s control of assets, and a narrowing gap in empowerment between men and women within households are positively associated with calorie availability and dietary diversity.

Detailing the numerous ways that food has become reduced to a state, such as a price per ounce, combination of nutrients, yield per acre, or calories, the book argues for a more contextual understanding of food when debating its affordability. The author makes a compelling case for why today's global food system produces just the opposite of what it promises. The food produced under this regime is in fact exceedingly expensive. Thus meat production and consumption are inefficient uses of resources and contribute to climate change; the use of pesticides in industrial-scale agriculture may produce cheap food, but there are hidden costs to environmental protection, human health and biodiversity conservation. Many of these costs will be paid for by future generations – cheap food today may mean expensive food tomorrow. By systematically assessing these costs the book delves into issues related, but not limited, to international development, national security, health care, industrial meat production, organic farming, corporate responsibility, government subsidies, food aid and global commodity markets. The book concludes by suggesting ways forward, going beyond the usual solutions such as farmers markets, community supported agriculture, and community gardens. Exploding the myth of cheap food requires we have at our disposal a host of practices and policies. Thus, the FPMU provides support not only to the Ministry of Food, but nine other ministries, as well. This expanded mandate and the increased complexity of food and nutrition policy in Bangladesh suggest the need for an in-depth examination of the FPMU’s structure and performance. This diag-nostic study, based on a review of documents, interviews of FPMU staff and other government offi-cials, stakeholder consultations and synthesis of findings, assesses the organizational structure, management, technical performance (data management and direct support to food policy implemen-tation) and capacity strengthening needs to provide insights on how to further enhance the FPMU’s effectiveness.
