Book excerpt: A critical aspect of planning is to ensure that plan making and plan implementation are linked. Over time, the practice of planning can become muddled to the point where plans get developed with no means of implementation and regulations & programs exist with no obvious connection to a plan. To some extent, this has happened at the City of Winnipeg. This document proposes a new planning model for Winnipeg founded in a philosophy of integration, such that there is a shared vision & consistency in execution of all plans generated by the city, and the means by which those plans are implemented are clearly seen as advancing the goals of the plans. The document reviews what integrated planning would look like for Winnipeg at the city & neighbourhood levels and at the municipal service counter. Implications of the integrated planning model for various municipal functions & departments are outlined. Recommendations to make the transition to a more integrated planning model are set out under three key strategies: reorganize & enhance the planning function; formalize & enhance the community resource area model to better integrate service delivery at the community level; and pursue improvements to the permitting & inspection processes.
