Improving information sharing in the post-September 11 world requires an environment that supports the sharing of information across all levels of government, disciplines, and security domains. While this Strategy describes the vision that has guided the Administration for the past six years, it also sets forth our plan to build upon progress and establish a more integrated information sharing capability to ensure that those who need information to protect our Nation from terrorism will receive it and those who have that information will share it. We will improve interagency information sharing at the Federal level, while building information sharing bridges between the Federal Government and our non-Federal partners. The National Strategy for Information Sharing takes its lead from the President's National Security Strategy, which provides the broad vision and goals for confronting the national security challenges of the 21st century. In addition, it is closely aligned with the National Strategy for Combating Terrorism and the National Strategy for Homeland Security. This Strategy also supports and supplements the National Implementation Plan, which is the foundational document guiding the efforts of the Directorate of Strategic Operational Planning in the National Counterterrorism Center. Finally, this Strategy aligns with the National Intelligence Strategy, published at Presidential direction by the Director of National Intelligence in October 2005. An information sharing framework is recognized as a critical component of intelligence reform in the National Intelligence Strategy.

Our National Strategy for Combating Terrorism, first published in February 2003, recognizes that we are at war and that protecting and defending the Homeland, the American people, and their livelihoods remains our first and most solemn obligation. This updated strategy sets the course for winning the War on Terror. It builds directly from the National Security Strategy issued in March 2006 as well as the February 2003 National Strategy for Combating Terrorism, and incorporates our increased understanding of the enemy. From the beginning, we understood that the War on Terror involved more than simply finding and bringing to justice those who had planned and executed the terrorist attacks on September 11, 2001. Our strategy involved destroying the larger al-Qaida network and also confronting the radical ideology that inspired others to join or support the terrorist movement. Since 9/11, we have made substantial progress in degrading the al-Qaida network, killing or capturing key lieutenants, eliminating safe havens, and disrupting existing lines of support. In response to our efforts, the terrorists have adjusted, and so we must continue to refine our strategy to meet the evolving threat. As laid out in this strategy, to win the War on Terror, we will do the following: (1) Advance effective democracies as the long-term antidote to the ideology of terrorism; (2) Prevent attacks by terrorist networks; (3) Deny weapons of mass destruction to rogue states and terrorist allies who seek to use them; (4) Deny terrorists the support and sanctuary of rogue states; (5) Deny terrorists control of any nation they would use as a base and launching pad for terror; and (6) Lay the foundations and build the institutions and structures we need to carry the fight forward against terror and help ensure our ultimate success.

In response to the attacks of September 2001, the United States embarked on a national effort against al-Qa'ida, the transnational terrorist organization responsible for planning and conducting the attacks. As we approach the 10th anniversary of that day, we can look forward with confidence in our accomplishments and pride in the resiliency of our nation. We have prevented another catastrophic attack on our shores; our citizens have not let the specter of terrorism disrupt their daily lives and activities; our Federal government has worked to become more integrated, efficient, and effective in its counterterrorism (CT) efforts; and we have placed our CT campaign in a context that does not dominate the lives of the American people nor overshadow our approach to the broad range of our interests. Yet the paramount terrorist threat we have faced-al-Qa'ida and its affiliates and adherents-has also continued to evolve, often in response to the successes of the United States and its partners around the world. Usama Bin Laden's persistent calls for violent regime change in the Arab World and perpetual violence against the United States and our allies as the method to empower Muslim populations stands in stark contrast to the nonviolent movements for change in the Middle East and North Africa. In just a few short months, those movements achieved far more political change than al-Qa'ida's years of violence, which has claimed thousands upon thousands of victims-most of them Muslim. Our support for the aspirations of people throughout the Middle East, North Africa, and around the world to live in peace and prosperity under representative governments stands in marked contrast to al-Qa'ida's dark and bankrupt worldview. To put it simply: We are bringing targeted force to bear on al-Qa'ida at a time when its ideology is also under extreme pressure. Nevertheless, we remain keenly vigilant to the threat al-Qa'ida, its affiliates, and adherents pose to the United States. As expressed in our National Security Strategy, we face the world as it is, but we will also pursue a strategy for the world we seek. This Strategy articulates how we will achieve a future in which al-Qa'ida and its affiliates and adherents are defeated-and their ideology ultimately meets the same fate as its founder and leader.
