Book excerpt: The slopes of Mount Kilimanjaro offer a fertile land, a cool climate, and an abundance of water that over many years wars were fought in attempts to conquer and settle. The people living on the slopes of Mount Kilimanjaro are the Chagga. Historically, there were many alliances that led to security, but also there were betrayals that led to division into small kingdoms ruled by chiefs locally known as mangi. At the end of the wars, the slopes were divided into three major areas named Rombo, Vunjo, and Hai, each ruled by a number of mangi. The seniority of each mangi was measured by his wealth. The population increased rapidly as peace was established. The people on the slopes of the mountain live very closely, packed with water and road facilities comparable to a large metropolitan city, but only with trees and foliage, not concrete. First, Hai was highly populated, followed by Vunjo, but Rombo was sparsely populated as it was the leeward side of the mountain. Before the time of Touwa schooldays, the Nanjara village, which is in Rombo, was a prime area for land ownership such that Europeans were in pursuit to grab some of that land. It was in that state of competition that the local mangi sent vanguards like Touwa's grandfather and many others to occupy the land to prevent European settlement. That was how the Nanjara village came to existence. The Chagga people have basically one culture, one language with area-based differences of accents, and Nanjara village life could reflect life for all Chagga people.

Today we know that "biological diversity is a global asset of incalculable value to present and future generations" (Kofi Annan). Biodiversity is spread unequally over the world: in fact, the main share of biological resources worldwide is harboured predominantly by the so-called developing countries in the tropics and sub tropics. Therefore, Biodiversity - A Challenge for Development Research and Policy was chosen as the title for an international conference which was held in Bonn in 1997 as one of the first major events organized by the then newly established North-South Centre for Development Research (ZEF) at Rheinische Friedrich-Wilhelms-Universitat Bonn (Germany). Since the ZEF, founded by the Senate of the University of Bonn in 1995, has played a central role in turning Bonn into a centre for international cooperation and North-South dialogue. The Centre is a product of the Bonn Berlin agreement of July 1994 which was adopted to offset the effects caused by the Parliament and much of the Government moving to Berlin. It fits in well with the double strategy to strengthen Bonn's position as an interna tional science arena and as an eminent place for development policy and the national and supranational agencies dealing with this issue.

Particularly abundant in coastal upwelling regions off the west coasts of the Americas and Africa, off Japan, and in the NE Atlantic, the stocks of these fish fluctuate greatly over the timescale of decades, with large ecological and economic effects. This book describes the nature and cause of these fluctuations, and their consequences. It outlines results from paleo-oceanographic studies, showing that similar fluctuations have also occurred over the past two millennia. The potential effects of future climate change, both natural and anthropogenic, on stocks and fisheries, are considered. The book concludes by recommending the continued international study and assessment of small pelagic fish in order to best inform management and policy under a changing climate.
